Disbursement has thus increased from 14% last December to 42% as at August, 2015 and 43.91% at December 11, 2015. At MTR, rehabilitation has been carried out on 1,241 cocoa/coffee farms in Bong, Nimba and Grand Gedeh counties, representing a total area of 1,829 ha for cocoa and 184 ha for coffee. Participating farmers are members of the 11 cooperatives/ associations, 48 Farmer based organizations and also belong to 48 Farmers Field School (FFS) established under the project. An additional 1,400 cocoa/coffee farmers has been identified for the 2016 planting season. Due diligence on safeguard is already carried out on these farms. Following the completion of baseline on these farms, farm inputs such as files, knapsack sprayers, rain boots, nose masks, axes etc were distributed to the farmers as part of matching grants and the under-brushing has been completed successfully and harvesting is on-going. The control of pests and diseases is currently taking place using recommended pesticides and fungicides. These farms are also geo-referenced with their co-ordinates available on google map. The beneficiary farmers are spread within the three counties of Nimba, Bong and Grand Gedeh where a total of 200 ha of new Cocoa seedlings will be planted next season. Arrangement is already made to purchase new variety seeds and establish 52 nursery sites before the end of the year. The training and capacity building activities have been rolled out through the FFS to strengthen the farmers groups, teach modern farming methods and the PCU is closely monitoring the progress of this intervention in the target counties. The FFs is being used to strengthen farmers’ organizations and transform them into viable business oriented farmers cooperatives. The Project is finalizing the Contract Management with ACE Global for the provision of Collateral Management Services for the marketing of cocoa and coffee and already, four ware houses of farmers’ cooperatives have been identified for initial renovation. On Rubber, the project has started its outgrower scheme with MARCO in the Montserrado county and a total of 150 farmers have planted 300 ha of new Rubber stumps in the Todee district. The Afriland First Bank Liberia, acting as PFI under the scheme has assessed the 150 Rubber farmers for credit worthiness and they will benefit from the long term credit scheme of the project. A Concessionaire on Rubber production, SRC, has also joined the out grower scheme and has set up a sub project unit specifically for the management of the scheme in collaboration with the Ministry of Agriculture. Activities mapped out include final selection of farmers out of the potential 3,600 beneficiaries and preparation of rubber stumps for the target 1,800 ha of new planting next season. On Oil Palm, the project is working with EPO- LIBINCO and VOSIEDA. The EPO-LIBINCO was the main Concessionaire for the out growers scheme in Grand Bassa county. It has worked with the PCU to identify farmers’ farms and efforts are being made to finalize its Management Contract so that planting of Oil palm seedlings and technical support can start during this planting season. Already 54 farmers have been assessed for credit worthiness by Afriland First Bank Liberia and these farmers farms have been geo-referenced and are to start under brushing of 108 hectares.Dube plantation in Grand Gedeh county has also been assessed for initial operation through the Cooperatives under the supervision of VOSIEDA. Free, Prior, Informed, Consent (FPIC) to deed the 600 ha plantation to the Dube Plantation Multi-Purpose Farmers’ Cooperatives (DPMFC) was successfully conducted by the Land Commission (LC) and Statement of Declaration was made and signed by the Community. LC is now processing the deeding of the plantation.The first major activity planned to commence in Dube by September 2015 include: i) the control of harvesting of fresh fruit bunches from the plantation and processing using four (4) motorized freedom mills purchased by the Project; ii) rehabilitation of 300 ha by under brushing; iii) the setting up of the nursery for the planting of the 300 ha. The processing of the FFBs from the 600 ha will provide the startup capital for the DPMFC. Due to the long period before tapping of rubber (six years) and harvesting of fresh fruit bunches of oil palm (four years) after planting, the MoA, MFDP, and IDA working with Concessionaires under the project, have agreed to sign a Four-Party Memorandum of Agreement and set up a Long Term Credit facility to support smallholder farmers in Montserrado, Margibi, and Grand Bassa Counties. The Liberian Bank for Development and Investment (LBDI) was identified as the Agent Bank to manage the Long term Credit Facility Account and the designated account has been opened accordingly. Afriland First Bank Liberia (AFB) is the Participating Financing Institution (PFI) to work with the Concessionaires to enhance farmers access the credit facility on Rubber and Oil Palm. The identified and accredited farmers above will start benefiting from the long term credit facility by February 2016. Most operators and implementing firms that left the country have also returned. With the extension of the project closing dates in order to cover lost grounds, and the continued commitment of government to project activities, the project will surely and steadily achieve its development objectives. During the MTR,the project team and the government team prepared action plan that will accelerate implementation and produce more results in the coming seasons .
