The MSSRP has been successfully launched in early 2018 and like its predecessor (ESSRP), it will continue to support critical 1/2/2019 Page 1 of 7 The World Bank Implementation Status & Results Report Jordan- Municipal Services and Social Resilience (P147689) services and activities prioritized by the communities in 21 Participating Jordanian municipalities which have been severely impacted by the Syrian Refugee influx. The MSSRP emphasizes the need to enhance the resilience of municipalities in provision of sustainable services, to address the protracted nature of the Syrian Refugee crisis and its impact on Municipal Service Delivery in Jordan as well as support creating employment opportunities for Jordanians and Syrians. Under the Municipal Grants Sub-Component, the 21 participating municipalities completed more than 128 public consultations to identify and prioritize municipal investment needs, and 40 projects were approved as a result, of which 39 are in the tendering phase. The total allocations for municipalities under the Municipal Grants has reached US$14 million. The project is introducing an Innovation Fund, which will make available US$7 million for the 21 municipalities targeted under MSSRP in addition to Municipalities Type A, to compete for funding by submitting qualified proposals for municipal activities that support the role of municipalities as enablers of local economic development, municipal services with high labor content, activities that target women, youth, and other marginalized groups, municipal services with innovative approaches, including energy saving activities, etc). The Ministry of Municipal Affairs (MoMA) and the Cities and Villages Development Bank plan to launch the Innovation Fund activity in a national workshop in January 2019. Furthermore, the MSSRP is also championing a number of other parallel important activities in collaboration with other development partners. (i) Jobs Creation: To translate the government commitments under the Jordan Response Plan for job-creation, and to respond to requirements from the MSSRP donors, the MoMA will introduce a labor-intensive works concept to support job creation for Jordanians and Syrians within the targeted municipalities, in collaboration with the International Labor Organization (ILO). To that end, a number of initial capacity building workshops targeting Jordanian contractors and the Project participating municipalities have been organized recently, under collaboration between MoMA, ILO, and the Jordanian Contractors Union, to introduce the concept and practice of labor-based technology in municipal service delivery. (ii) Youth Monitoring: The MoMA has launched the expression of interest for a local lead NGO to manage the selection and training of youth, aiming at capacitating and empowering young people in the MSSRP targeted communities, and strengthening the monitoring and evaluation function of the project, especially for the labor-based activities. (iii) aiming at introducing models for institutionalizing social accountability in municipalities through local NGOs, the Project is piloting social accountability measures at municipalities, including organizing community score cards in collaboration with local NGOs, in three pilot municipalities – Zarqa, Dhleil, and Sabha W Dafyaneh. In light of its commitment to supporting the MSSPR overall objectives, and particularly the Innovation Fund activity, the Government of the United Kingdom, through its Department for International Development, DFID, has committed an amount of GBP 2 million of additional funding to MSSRP. The objective of these additional funds is to contribute to increasing the envelope of the Innovation Fund from US$5 million to US$7 million. The Project is currently funded by the governments of Canada, the Netherlands, and USAID, in addition to DFID.
