SFG3426 V18 Arrangement of lighting and touristic infrastructure in village Duisi, on Akhmeta-Batsara central road Environmental and Social Screening Report June 2017 Sub-Project Description Village Duisi is located in the Pankisi gorge, in the upper part of Alazani River and the road through it (the central street of the village) represents the way to the entrance of Batsara-Babaneuri protected areas. The protected areas include Batsara and Babaneuri reserve, and Ilto managed reserve. Based on above, the direction is a tourist route and it is important to have a well-arranged infrastructure, such as street lighting, information boards, proper waste management. Nowadays outdoor lighting poles are amortized and require replacement. As a result of tourist infrastructure development, the Pankisi gorge has the potential to become a tourist hub, as besides protected areas, it’s possible to get to territories of Tusheti, Khevsureti and Pshavi through Pankisi paths. The Sub-Project (SP) envisages the arrangement of central street lighting in the village Duisi (Pankisi gorge) of the Akhmeta municipality, installation of tourist information boards and waste bins on the same street. Within the SP, 2,4 km long outdoor lighting will be arranged with new metal poles and 60 pieces of lights will be installed. At the same time, 1,1 m³ sized 15 modern receptacles will be installed on the main road together with two information boards with directions of tourist routes. More specifically, the following works are planned within the project:  Replace 60 outdoor lighting poles with new metal poles with 60 pieces of lights;  Install 15 receptacles;  Install 2 information boards. The Akhmeta municipality is ready to provide the waste removal with appropriate equipment and pay the outdoor electricity bill from the municipal budget. As a result of installation of the outdoor lighting poles and tourist information boards, the dust and emissions from the operation of construction machinery will be increased, background noise and vibration levels will rise insignificantly, various types of construction waste is expected to generate. As a result of the SP implementation, village Duisi residents and neighboring community members as well as the Batsara reserve visitors will be served. The physical improvement of the environment will be the result of SP implementation. In particular, the waste management will be improved, which will have a positive impact on environment. The pollution of environment with household waste and contamination of soil, surface and ground water will decrease. The visual environment of the nearby gorges and river banks, where usually the landfills are arranged, will be improved; the outdoor lighting arrangement will make general environment for local population and tourists better, outdoor lighting installation will increase the feeling of safety and security and make night travel convenient. The installation of tourist information boards about various tourist routes and historic and cultural places of interest in the Pankisi gorge will increase the awareness of tourists. Significant social impacts, like change of local demographic structure and influx of new settlers is not expected. Depending on the activities provided by the SP, no construction works are planned. Only outdoor lighting poles will be installed. The project implementation doesn’t cause the formation of toxins, pollutant gases and other harmful substances in the air, land and water. Within the SP, no damage to natural habitat of plants, wild animals and birds are envisaged. The implementation of the SP will not cause landslides, mudflows or other natural hazards. Implementation of the SP will not require turning off electricity for local population, since there will be a separate electricity line provided for lighting of posts. If before, during or after SP implementation concerned community members have complaints/ questions/ recommendations, these can be addressed to the sub- grantee, contractor, or Elkana, whose contact information will be made available at the SP site. Reduction of adverse environmental impact during the installation works will be possible through protecting the following key conditions: fencing the construction site and fixing the relevant signs throughout its perimeter, proper management of waste and constant monitoring, ensuring the technical functionality of machinery used during the construction works, selecting less sensitive period for construction works. Planned works will not cause cutting of trees and preventive measures will be undertaken to avoid any damage to the nearby standing trees. Town Akhmeta is located in the valley of the Alazani and Ilto Rivers. From Akhmeta the road runs northwards (bending slightly eastwards), directly to the gorge. The first villages in the gorge are inhabited by Georgian highlanders (Pshavs) and small groups of Ossetians. On the left side of Alazani (with reference to the High Caucasus in the north) begins village Duisi, a central Kist village. Here the valley starts narrowing, and the houses get closer to one another. Duisi is the biggest village, an administrative center of Pankisi and the seat of the representative of Akhmeta’s local authorities. In Duisi there are two mosques, schools, a hospital, a culture center, a UNHCR bureau, a roofed bazaar, some groceries and other shops, a hairdresser's etc. Duisi slides into other Kist villages running along the Alazani River. They are: Jokolo, Birkiani and Dzibakhevi. Close to the Pankisi Valley are located Batsara State Nature Reserve. Batsara State Nature Reserve was first created in 1935. Batsara Nature Reserve is located in Pankisi gorge; namely, in river Batsara gorge at the right tributary of river Alazani. The nature reserve is located at an altitude of 700-2,000 meters above sea level. In the middle part of Batsara gorge there are remains of tertiary relict dendroflora, almost 270 ha stands of yew forests. (b) Mineral construction and demolition wastes will be separated from general refuse, organic, liquid and chemical wastes by on-site sorting and stored in appropriate containers. Individual wastewater Water Quality (a) The approach to handling sanitary wastes and wastewater from building sites (installation or treatment system reconstruction) must be approved by the local authorities (b) Before being discharged into receiving waters, effluents from individual wastewater systems must be treated in order to meet the minimal quality criteria set out by national guidelines on effluent quality and wastewater treatment (c) Monitoring of new wastewater systems (before/after) will be carried out (d) Construction vehicles and machinery will be washed only in designated areas where runoff will not pollute natural surface water bodies. C. Historic building(s) Cultural Heritage (a) If the building is a designated historic structure, very close to such a structure, or located in a designated historic district, notification shall be made and approvals/permits be obtained from local authorities and all construction activities planned and carried out in line with local and national legislation. (b) It shall be ensured that provisions are put in place so that artifacts or other possible “chance finds� encountered in excavation or construction are noted and registered, responsible officials contacted, and works activities delayed or modified to account for such finds. D. Acquisition of land Land Acquisition (a) If expropriation of land was not expected but is required, or if loss of access to income of legal or Plan/Framework illegal users of land was not expected but may occur, that the Bank’s Task Team Leader shall be immediately consulted. In totally 22 people participated in the gathering, including 11 women. Elkana Community Mobilizer presented planned project and activities, as well as the draft Environment Management Plans prepared to mitigate their possible negative impacts on the natural and social environment. After the presentation, meeting participants were given the floor for questions and comments. During the meeting, participants asked the following questions: Question: Who will be responsible for covering expenses for waste disposal and lighting? Answer: Akhmeta municipality will cover expenses and they confirmed this in their letter of February 13th, 2017 Question: How will the proposed idea contribute to tourism development? Answer: By lighting of streets and improving pedestrians’ safety during nighttime, installing touristic information boards and arranging garbage receptacles the area will be more attractive to tourists, who travel to Batsara. This will result increased number of tourists, who may require various goods and services from the local population. Question: How will the places of installing lighting posts be identified? Answer: The places will be identified based on the letter from the Roads Department of the Ministry of Regional Development and Infrastructure and be agreed with LTD “Gzamsheni-2005�.
