Has the Project Development Objective been changed since Board Approval of the Project Objective? Yes Board Approved Revised Project Development Objective (If project is formally restructured) The PDO is to increase access of poor and vulnerable households to safety nets and to lay the foundations for an adaptive safety net system in Burkina Faso. Components Table Name Cash transfers and awareness programs for poor and vulnerable households:(Cost $137.00 M) Laying the foundations for an adaptive national safety net system:(Cost $7.40 M) Project management:(Cost $14.10 M) Productive Labor-Intensive Public Works (LIPW) Program:(Cost $7.50 M) Contingent Emergency Response Component Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Moderately Satisfactory Moderately Satisfactory Overall Implementation Progress (IP) Satisfactory Satisfactory Overall Risk Rating Substantial Substantial Implementation Status and Key Decisions 8/8/2019 Page 1 of 9 The World Bank Implementation Status & Results Report Social Safety Net Project (P124015) The project currently reaches 69,755 households, 101,666 designated recipients and, through them, 553,195 individuals in the North, East, Center- East and Center-West regions. In the provinces of Yatenga and Zondoma in the North region, the twelfth and final payment was made in late November 2018. The transfers reached 15,022 designated recipients. In the provinces of Loroum and Passoré (North region) the fourth payment took place in December 2018 and reached 9,663 designated recipients. In the Center-East region, the third and fourth payment to those receiving electronic payments were carried out in December 2018 and late February/early March 2019, respectively, reaching 4,973 designated recipients. For security reasons, the third payment for those receiving cash could not be carried out in December 2018. The payment was eventually carried out simultaneously with the fourth payment and benefited 15,111 designated recipients. To facilitate payments and to preempt security risks, the project plans on using electronic means of payment for all recipients in the Center-East region going forward. The necessary negotiations with telecommunications and payment services providers are nearing completion. In the East region, the second payment taking place in November 2018 had to be interrupted for security reasons leading to 6,200 designated recipients not receiving their transfers. During the roll out of the third and fourth payments in March/April 2019, some of those missing the second payment were able to receive their transfers. However, due to the on-going insecurity the third and fourth payments only covered 9,145 designated recipients. 20,352 designated recipients did not receive their transfers and will have to wait for the next payment. The adaptive shock-response modality of transfers continues to be implemented in the province of Boulkiemdé in the Center-West region. In addition, the project is expanding to the Sahel region, where it will reach 20,000 additional beneficiaries. First payments are planned for May/June 2019.
