The project activities include the rehabilitation of about 150km of roads, maintenance and spot improvement of about 300km of roads and institutional development for rural infrastructure management. Disbursements. As of October 26, 2016, US$ 33.78 million has been disbursed since project effectiveness on August 1, 2012. This represents about 87.05% of the project allocation. The project has already committed US$37.8 million (99.47%) of the Grant in signed contracts that are under implementation to be completed by October 31, 2016. Status of Results. A summary overview of implementation of the three components is provided below. Component 1 – Upgrading and Rehabilitation of Selected Rural Roads (175km): Three (3) roads were proposed for rehabilitation and included Lot 1 Magwi-Lobone (89km), Lot 2 Amadi-Tali (86km), and Lot 3 Tali-Yirol (Awerial) (55km). The rehabilitation contract for Magwi-Lobone and Amadi-Tali have been completed. As of September 30, 2016, a total of 174.2 km of road length has been completed to gravel wearing course. However, the Tali- Yirol (Awerial) road has been dropped by the government due to a shortage of funds in the last project restructuring. The average travel time on the Magwi-Lobone road has reduced from 3 minutes per km in 2012 to 1 minute per km in September 2016. The rehabilitation contracts have provided employment opportunities to about 205 people. The civil works were supervised by an international consulting firm. The MRB/PMT amended the contract for the Supervision Consultant to include the supervision of the Yei-New Lasu road maintenance works and dropped the procurement of the of the supervision services for the maintenance works. These changes were captured in the project restructuring completed in June 2016 with first extension of the closing date from June 30, 2016 to October 31, 2016. Component 2 – Maintenance and Spot Improvement of Selected Rural Roads (290km): This component comprises roads proposed under Labor-based and mechanized maintenance. The four (4) roads under labor-based maintenance are Morobo-Panyume (25km), Panyume-Yaribe (30km), Yaribe- Gimunu (25km) and Panyume-Kanchu-Limbe (30km). All the labor-based maintenance works have been completed by local contractors trained by MRB. The supervision services for these contracts were provided by Individual Consultants (ICs) hired by the PMT. Additionally, there were three (3) roads proposed for mechanized maintenance and include Yei-New Lasu(45km), Rasolo-Maridi (72km) and Mardi-Kozi (80km). All works have been completed except one box culvert on the Yei New Lasu road which stands at 60% and the Rasolo-Maridi road which was dropped by the government due to the presence of thick forest cover in the last project restructuring, and replaced by an existing high priority road section that serves as direct access from Magwi-Lobone road to the main Juba-Nimule road – the only paved national road in South Sudan. Maintenance of this section Magwi-Aru junction (55km) was included in the additional works awarded to the contract for Magwi-Lobone road under ongoing supervision arrangement. As of March 31 2016, the Magwi-Aru road was completed. The maintenance contracts have provided employment opportunities to about 396 people. These changes were captured in the project restructuring completed in June 2016 with first extension of the closing date from June 30, 2016 to October 31, 2016. Component 3 – Institutional Development for Rural Infrastructure Management: Trainings were completed in procurement and contract management, M&E, FM, project management (Prince 2) and multi-criteria decision planning and analysis tools. All the trainings were attended by in total 91 participants from the MRB and State Ministries of Physical Infrastructure (SMoPI) among which 76 are males, and 15 are females. On-the-job training on procurement and contract management for five (5) MRB staff will complete with project closing. TAs who were recruited under safeguards management, financial management, procurement, and monitoring and evaluation (M&E) continued to support the project. Environmental and Social Safeguards. The final ESIA and ESMP were cleared by the Bank on March 11, 2014, and publicly disclosed in South Sudan on March 21, 2014, and in the Bank Info shop on March 24, 2014. There have been no major environmental or social safeguards issues identified under the project. UNOPS TA. As part of the mission, a meeting was held with team from UNOPS who provided updates on the status of the TA on development of; i) a road fund, (ii) a road sector business plan, (iii) road sector development program, and (iv) assessment of the Mundri-Wau road. The services have been successfully completed and the final report is at stage of completion. During the TA, consultations were carried out across sectors with various agencies of the UN and government as well as the private sector. Despite the security challenges, the road assessment from Mundri to Wau was successfully carried out. During the TA three (3) workshops were conducted, two in Juba and one in Nairobi. One technical level workshop was conducted in early June 2016 and a high level one in late June 2016. The technical workshop was attended by the MRB, South Sudan Roads Authority (SSRA), and Engineering Council of South Sudan (ECSS) among others. The high level workshop was attended by the MRB and other key ministries, SSRA, ECSS, the National Legislative Assembly and Development Partners. Invited delegates to the high-level meeting endorsed a $1.8 billion investment plan over 10 years to develop the country’s road network. A two-day workshop was conducted in September 2016 to train the MRB and SSRA officials on the use of a Multi-Criteria Decision Analysis (MCDA) tool, a web-based software to support consensus building in the early stages of planning and prioritizing roads for rural development. Eleven (11) participants attended the training on September 19-20, in Nairobi. Grant Closing Date: In view of challenges facing the project which has affected the project close-out activities such as Environment and Social Audit and Client ICR, and the need to carry out and complete the remaining TA services under the project, the Client requested during the mission to extend the project closing date by a further two (02) months from October 31, 2016 to December 30, 2016 including a normal four months grace period. The Bank team updated the Client on the status of project closing date (October 31, 2016) and requested the client to provide the request for an extension. Subsequently, the client on October 13, 2016 submitted to the Bank the request to extend the project closing date by two months from October 31, 2016 to December 30, 2016 with a four (4) months Grace Period. The Bank management decided not to accord the grant closing date extension due to the current situation in the country as there is no access to project sites to conduct the social and environmental audit of the project. However, the Client has been granted four (4) months Disbursement Grace Period in order to settle the pending claims for price fluctuations as a result of the currency devaluation in the country since December 15, 2015; and any contractual commitments completed by the project closing date. Monitoring and Evaluation: Four (4) senior staff of the MRB and the South Sudan Roads Authority (SSRA) attended a Senior Roads Executives Training Program organized by the University of Birmingham in June 2015 as part of the capacity building of senior staff directly involved in road sector planning, execution, monitoring, and evaluation. The mission was informed that the project continues to monitor the activities as the contracts closed. The PMT has finalized M&E tools for the rural road project to simplify the monitoring work for the project staff. The Project Implementation Manual (PIM) has been updated as well as the projects results framework focusing on both ongoing activities as well as the restructuring of the project.
