Key project management team is in place and recruitment of complementary staff is being finalized. Project launch took place in Apia (Samoa) on January 28, 2014, with the participation of more than 80 village mayors. The beneficiaries' list of the e-voucher program has been finalized, with 7,413 subsistence Page 1 of 5 The World Bank Report No: ISR13485 farmers and fishers, expected to benefit from the program. In addition, 99 commercial farmers and fishers will receive recovery grants to assist in restoration of farm and fisheries equipment and infrastructure damaged or lost due the cyclone. The amounts to be received by e-voucher and recovery grant recipients are being finalized and will be officially communicated by Samoan authorities in due course. The Project has been facing significant challenges in setting up the mobile money payment system (MMPS) through which vouchers will be distributed to eligible farmers and fishers, and this remains a major concern shared by the Bank, Samoan authorities and representatives of beneficiaries. Accelerating the procurement of the provider of the mobile money payment system (MMPS) will be critical in getting the e-vouchers to beneficiaries not later than end of April 2014. At this same time, it will be essential not to delay preparatory work regarding the approval of recovery grants by commercial farmers and fishers.
