Overall, the implementation progress of the project appears satisfactory, with disbursement exceeding 52% after 3 years of execution, and several institutional activities having started or close to start compared to the last ISR 6 months ago (irrigation GDA, SINEAU). Progress towards achievement of PDOs appears satisfactory, with the project's targets for access to potable water (rural systems) and hectares of irrigation perimeters created/rehabilitated to be exceeded over the next 6 months. These achievements are noteworthy, considering that the project's environment has been seriously impacted since the revolution especially with the weakening of CRDAs who face multiple Public Disclosure Copy crisis situations in the field. The midterm review identified a series of areas which will require improvement in months to come, including: (i) strengthening of CRDAs and of the PMU, (ii) operationalization of the M&E system (SESAME), (iii) improvement of reporting with submittal of a revised midterm review report by the Ministry of Agriculture, (iv) clarification of the situation with regards to implementation of safeguards by CRDAs, (v) implementation of the environmental monitoring and training program by the Ministry of Environment. The PISEAU 2 donors (World Bank plus AFD, AfDB and KfW) and the Tunisian authorities have agreed that a restructuring of the project was needed in order to adapt it to new national conditions. This will focus on updating the logical framework and project's indicators.
