This is largely due to the delay in the construction work for the project universities and Qiaojia county. However, significant disbursement is anticipated in 2019 and 2020 as construction work is slated to complete for the three project universities and Qiaojia county by 2020. Assuming the successful implementation of these activities, all funds are anticipated to be disbursed by project closing. 6/28/2019 Page 1 of 6 The World Bank Implementation Status & Results Report Yunnan Early Childhood Education Innovation Project (YECEIP) (P152860)  The most innovative aspects of the project have been progressing very well. This includes rural ECE centers supported by NGOs, shared reading activities and impact evaluation, establishing Yunnan Normal University (YNU) as China’s regional ECE knowledge hub for Southeast Asia and South Asia. YNU is planning a joint global learning event on ECE with the Bank in September 2019.  Some changes in the national and provincial policies since the beginning of the project has introduced challenges to a couple of training activities, including the roll out of the new national teacher certification process, which affected the pass rates and a policy issued by the State Council in January 2019 that mandated existing private kindergartens in urban communities to be handed over to local education authorities and to be turned into public kindergartens or affordable private kindergartens. The most direct impact of the latter policy for the project is that it affected the cash flow of some of the key training providers for ECE management training who are also the management company of the affected urban private kindergartens. Despite these external challenges, the project units worked to minimize the negative impact and the mission has worked closely with the PMO on the mitigation measures.  Good progress of the project is also reflected in the results framework. The team would confirm proposed adjustments to some indicators as a result of the MTR. Some changes are proposed to the quality indicators, as a couple of originally designed indicators on professional certification and beneficiaries are proven to be too narrowly defined for reflect the project’s overall progress.  As a result of the MTR, some minor changes have been proposed for the consulting services to improve the quality of ECE programs. No changes have been proposed for civil works.
