This is the second Implementation Status & Results Report (ISR) of this Grant, which was approved by the Institutional Development Fund (IDF) team in March 2013, and became effective in December 2013. The present document reflects the activities that the Ministry of Labor (MoL) and Bank teams carried out since the Grant became effective in May 2014. 2. The MoL carried out six activities within the scope of the Grant, as follows: the MoL commissioned for Component 1, a series of standard information reports on various themes relevant to the MoL, aimed at different types of audiences (policy makers, academics, general public); and a series of designed templates for use in the communications efforts internally and externally; for Component 2, a process evaluation of the Public Employment Services, and a study of occupation gaps in the labor market based on the vacancy database of the MoL; for Component 3, a study of skills needed by employers, also based on the vacancy database. The MoL also hired a financial specialist to support the financial management of the Grant. 3. The Bank team accompanied all of the Grant’s processes during 2014, helping the MoL team to complete Terms of Reference, reviewing all processes, and providing technical feedback on the products commissioned. The Bank team also organized capacity building activities for the MoL team, including workshops on skills’ demand and supply in Colombia, labor market profiling exercise, ADEPT labor analysis module training. The team also presented regional experiences on informality policy at the Latin America and the Caribbean Regional Statistics Group Meeting held in Bogota in November 2014. 4. The contracting processes took longer time than expected, and as of June 2015 disbursement is at 12%. Among other factors, the budget for 2104 and 2015 were not incorporated into the MoL general budget, which implied having to follow a different budget procedure through the Agencia Presidencial de Cooperacion (APC). This resulted in budget being available only for the second semester of 2014, and 2015, respectively. The MoL has already incorporated the Grant’s budget into the MoL’s general 2016 budget, which should facilitate access to the funds early in the year. For the processes expected in 2015, amounting to US$300,000 approximately, the first contracts are expected to start on June 16. 5. The Government authorities have expressed commitment to the objectives and activities laid out in the Grant, including the new Vice Minister of Labor, who took office in early 2015, and offered to take concrete steps to expedite the execution of the Grant.
