The overall disbursement rate is at 44% with two thirds of project time lapsed. PIU should pay particular attention to the project performance in FY20 , since by the end of the 2nd Quarter only $2.4 million have been disbursed. While slow progress is partially due to unusual rainfalls, it also signals some management issues. The Bank team discussed these issues with the PIU and Secretary of Agriculture for exploring quick solutions. The Bank team will have a follow-up in January 2020. The positive development impact of the project has started to emerge on the ground. All PDO indicators (total 6) have achieved more than 50% of the project target value; of which, 2 indicators (i.e., cropping intensity of watercourse rehabilitation area and HEIS area) have surpassed the target values. It is estimated that watercourse rehabilitation has benefited about 100,000 farm households attending to a total land area of around 12/26/2019 Page 1 of 9 The World Bank Implementation Status & Results Report PK Sindh Irrigated Agriculture Productivity Enhancement Project (P145813) 350,000 hectares; about 11,400 farmers (against an end target of 37,500) have been trained on Good Agriculture Practices through Farmer Field Schools. According to the project M&E, positive results include reduction of water losses, saving of labor, fertilizer, and pesticide, higher yields with increased quality, higher degree of cropping intensity, etc. Farmers also adopted some new practices and technologies, such as sugarcane trans- planter, wheat harvesters, biological control of pests, etc. The Bank team observed that there is a very high percentage of female beneficiaries as recipients of Kitchen Garden activity. As to the watercourse rehabilitation, two important decisions have been adopted by PIU. First, it has been decided that, effective immediately, watercourse lining length will be increased from 30% (current requirement) to 50%. Rigorous empirical research convincingly shows that lining up to 50% is the best option to balance economic cost and water saving efficiency. This is also a common practice in Punjab and KP. Second, effectively immediately, lining material for watercourse rehabilitation will only be the precast parabolic segments (PCPS); bricks will no longer be allowed for the project’s watercourse rehabilitation. It has also been convincingly demonstrated that benefits of using PCPS include less joints of watercourse lining, enhanced water flow, reduced water leakage, and faster lining completion. Both PIU and the Bank team are confident that these two decisions will eventually accelerate the progress of watercourse rehabilitation. A watercourse beneficiary (male/female) includes owners, tenants (sharecroppers and leaseholders) 2. According to Sindh Board of Revenue computerized land record, male owners are 74 percent, females 20 percent and institutions 6 percent. Therefore, 20 percent out of 94% (private farms) is 21.3%.
