The training of a first group of mentors took place in November 2018 and February 2019, including support of external experts financed by the Bank. The number of participants was lower than expected and an additional training session will be organized in May to complete the first group of 250 trainees. The training of the second cohort of 250 mentors is foreseen for November. 2019. 5/23/2019 Page 1 of 9 The World Bank Implementation Status & Results Report Alliance for Education Quality Project (P161029) The first mentoring visit to primary and secondary school teachers took place in March, reaching around 900 teachers in Managua, León, Chontales, Matagalpa, Northern Caribbean Coast Autonomous Region (RACCN) and Southern Caribbean Coast Autonomous Region (RACCS). The experience was positive and will be used to finetune the next mentoring exercises. The mentoring used the digital version (on tablets financed by the Project) of the National Instrument for Pedagogical Mentoring. Intermediate results will be available in May and 1,250 teachers are expected to receive 3 mentoring visits by the end of the year.  The In-Service Teacher Training for Preschool teachers (ISTTP) also showed relevant progress in the last months. The Ministry of Education (MINED) concluded the study and pilot of the new early childhood education model focused on child development, which initially postponed the beginning of the ISTTP. According to MINED, it provided relevant and context-specific evidence on how to improve its design and implementation. The first module of the training (out of 4) was completed in a 2-day session held at the end of March, reaching more than 11,000 Preschool level teachers nationwide. The selection process for experts to support MINED in the elaboration of the remaining three modules is ongoing. A Preschool mentoring exercise will be carried out with an adapted version of the Observation Instrument developed for Primary and Secondary levels.  Things are back on track for the in-service teacher training program for Primary Education teachers. The experts to prepare the training modules have been hired and training is expected to start in the second half of 2019.  Learning materials and teacher training on how to use them are already in the MINED’s warehouse and ready for distribution, while other items are still in the procurement pipeline and are expected to be ready for delivery in the second half of 2019. Improving the physical learning conditions in targeted schools is on track after surmounting initial delays. Works for 6 schools are ongoing, representing around 13% of achievement of Project Development Objective 3, and are expected to be finalized in May 2019. The procurement processes for a second lot of 8 schools are in the final phase of evaluation. MINED and the Bank agreed on the ToRs for the update of the “Normas y criterios de diseño para establecimientos escolares” and the corresponding procurement process is currently ongoing. There are some situations identified during procurement and implementation of works that should be taken into consideration since they could represent a risk of further delays in implementation. For example, a contract was rescinded after the contractor suspended construction due to financial difficulties. There have also been a cases where no eligible bids were submitted and the processes will have to be relaunched. MINED and the Bank are closely following up on the situation to define a strategy to prevent and/or mitigate these situations in future works. Regarding environmental management, the application of good environmental practices was verified, improving health and safety and when feasible, including measures for tree conservation during civil works. Reforestation activities have started according to the planned schedule in most of the eight locations considered. Significant progress has been made in social management. MINED updated and validated the Indigenous and Afro-descendants Peoples Plan and carried out consultations with the relevant indigenous representatives to select 8 schools to be built in indigenous territories.
