Effectiveness deadline is 90 days after signing. Below are the key items which require attention. 1. Steering committee. A steering committee led by a representative from the Ministry of Finance and composed of representatives from all the Ministries involved in the project has to be put in place to ensure a better coordination, information sharing, and ownership on the project activities. Although this is legally due one month after effectiveness date, it is critical to put it in place as soon as possible. 2. Transport SOE reforms. It has been agreed that the project will support the reform of 3 transport SOEs including TACV. It is important now to define the two other SOEs. The mission will also follow-up on the outcomes of the discussion on TACV during the annual meetings. 3. Climate change resilience study in the road sector. First draft of TOR has been received. This activity will be implemented in coordination with other GPs (DRM, etc.). 4. Safe, efficient, and reliable Inter-island maritime transport and logistic performance. A port expert would provide inputs to define the next steps to move forward this agenda. 5. Short list of roads to be improved using local materials and labor-based method. A long list of roads has been provided. Quick but relevant assessment will be used to prioritize these roads using economic and social criteria.
