Proposed PDO The Project Development Objective is to support improvement of the quality and availability of water supply in selected service areas of the Armenian Water and Sewerage Company. This is a repeater operation. The original project is scheduled to close in February 28, 2012, with satisfactory PDO and implementation rating. This Project will replicate the original project activities in three other cities and scale up the institutional development and sustainability measures. The project has already resulted in a significant improvement in the availability and quality of water supply in the areas where project activities have been implemented so far. Additional improvements are expected to be achieved when on-going improvements in water supply systems are completed. On the basis of these improvements, the mid-term review mission confirms that the project will meet its development objectives, and that these objectives remain valid and relevant. The mission does not recommend any changes to project objectives, components, risks, or implementation Public Disclosure Copy arrangements. Key project performance indicators were reviewed, and these are mostly on track with some of them awaiting results of civil works that have been launched recently in Ashtarak and Echmiatsin and some that are nearing completion in Masis. However, while non-revenue water reductions have improved from 83% to 78.4%, the target of 75% losses was not yet attained. This may be attributed in part to ongoing project works for pipe network rehabilitation, and upon completion of these works a further reduction of losses is expected. The mission carried out field trips to project sites in Masis, Ashtarak and Echmiatsin. Overall, the team is satisfied with the quality of works.
