Among other things, the RETF aims to: develop skills and capacity at the national level (MOF, KPPIP, BAPPENAS, CMEA) and among GCAs vis-à-vis public sector and private financing of infrastructure; improve and clarify specific legal and regulatory provisions and corresponding operational policies and procedures; and enhance inter-agency coordination. Activities under the RETF are divided into the following 4 components. 12/26/2019 Page 1 of 6 The World Bank Implementation Status & Results Report Indonesia's Infrastructure Finance Development (IIFD) - RE (P157490) During 2019 RETF of IIFD activities still align in achieving IIFD PDO, it remain focused to increase capacity of government's staff (MOF, BAPPENAS, GCAs): 1. Component 1, MOF held a total of 6 APMG PPP certification program (foundation and preparation). 193 government staff participated for 4 foundation level and 85 government staff participated to 2 preparation levels. In addition there are (i) training for the basic financial model and government support instruments, (ii) controlling on fiscal costs of PPPs (by IP3). Under this component the Senior Infrastructure Specialist, was hired by MOF to provide (i) evaluation of the PDF facility implementer, and (2) advisory on identifying the need and formulate the function of a contract management unit for Viability Gap Funding (VGF) in MOF. 2. Component 2 contributed to the legal and regulation review legal consist of (i) study related to infrastructure financing law; (ii) development of a standard reference for PPP agreement in water sector; (iii) input to the draft Presidential Regulation regarding Central Government Support for the Development of Urban Transport infrastructure, (iv) assistance in implementation of PDF facility to several PPP projects. 3. Component 3: the MOF PPP Unit contributed to decision and preparation processes (capacity building of PDF framework, VGF, and Guarantee) of 20 projects as follow: (1) Palapa Ring (west); (2) Palapa Ring (central); (3) Palapa Ring (East); (4) Umbulan Water Supply; (5) Bandar Lampung Water Supply; (6) West Semarang Water Supply; (7) Makassar-Pare-pare Railway; (8) Krian Sidoarjo Hospital; (9) Pekanbaru Water Supply; (10) Hang Nadim Airport; (11) Eastern Part of Sumatera National Road - South Sumatera; (12) Street Lighting Surakarta; (13) Legok Nangka Waste to Energy; (14) Dr. Zainoel Abidin Hospital; (15) Eastern Part of National Road Sumatera - Riau; (16) Bekasi Proving Ground; (17) Kamijoro Water Supply; (18) Dharmais Cancer Hospital; (19) Pirngadi Hospital Medan; (20) Sam Ratulangi University's Hospital. 7 projects resulted to the financial closures while 2 projects were discontinue due to no strong commitment from the GCAs. 4. Component 4: a number of knowledge sharing, coordination meetings among the PPP stake holders, Public Consultations were held during 2019, support the high level meeting in PPP Joint Office. Help developed PPP Joint office SOP and overall plan. Through the Component 4, IIFD funded the Indonesia PPP day in Singapore on January 15, 2019, this event participated by 5 Indonesia Ministers who presented Indonesia investment policies to International investors. PPP day in January received a wide coverage from international newspapers and communities. In addition, to support on going activity towards achievement of the updated Result Framework, MOF has mobilized several individual consultants include 5 Sector Specialists (for water supply, waste management, urban transport, public housing and gas distribution), a legal specialist, a contract management specialist, and 2 document template consultants in December 2019.
