The final and eighth Joint Review Mission (JRM) was held between March 6-10, 2017. Progress against the Project Development Objective (PDO) is rated as Satisfactory. The project has achieved the revised end-of-project targets, with all key performance indicators already meeting or surpassing targets. The percentage of institutions with academic autonomy is 70% against a target of 70%. The share of programs that are accredited/ applied for accreditation is 65 against a target of 55. The percentage of faculty with at least an MTech is 92 against a target of 88 and the number of master and PhD. students enrolled is 45,658 against a target of 41,000. In terms of design, four features of TEQIP II played a key role in facilitating behaviour change toward innovation, labor market relevance of undergraduate programs and overall excellence. These were: (1) MoUs between MHRD and state governments setting pre-conditions for their participation in the project; (2) competitive selection of institutes; (3) performance bench-marking; and (4) leveraging partnerships with leading institutes. MoUs between MHRD and state governments emphasized support for governance reforms, which motivated the majority of state governments to take governance-related issues seriously. In states where the project has performed well — Maharashtra, Karnataka, Kerala and West Bengal — the continued commitment of the state throughout the project period, whether by implementing governance reforms or maintaining a pro-active SPFU, is clear. The design of TEQIP II allowed innovations to be incorporated midstream. Following the mid-term review in 2014, it was decided to institute a form of performance-based funding within the project: institutes would receive further funding conditional on their meeting a series of performance benchmarks. These benchmarks included technical (UGC autonomy and accreditation) and operational (expenditure as percent of release) indicators for both states and institutes to ensure project progress. The benchmarks were set at each JRM to ensure that areas where the project was lagging (as reviewed in the mission) were effectively addressed. Finally, the project built important bridges between institutes and the IITs and IIMs, India’s leading higher education institutes, thereby benefiting the management, faculty and students of project institutes. In term of systems, the project innovated with a web-based Management Information System (MIS) and e-procurement system, which helped monitor the project, incorporate changes and administer performance benchmarking. The effective implementation of the above features meant that activities at the institutional level proceeded well in general. These include activities on governance and autonomy, accreditation, centres of excellence (CoE), faculty and student development, and plans for sustainability (four funds). However, these improvements are not uniformly visible across the project, with approximately 10-15% of institutes performing poorly (as defined in the benchmarking exercise). Three studies to understand the overall impact of the project are nearing completion over the next couple of weeks: IIT Delhi’s overall impact assessment of the project; CII Delhi’s resource utilization study; and IISc Bangalore’s bibliometric assessment. All principal investigators presented preliminary findings at the mission. It is noteworthy that the importance of TEQIP reforms are well-recognized, having influenced the design on the national project on higher education (RUSA) and state-level projects in higher education in Madhya Pradesh and Odisha. Significant achievements since the last JRM include: (1) Implementation of an elaborate package to improve faculty capacity by IIT Gandhinagar; (2) increase in procurement; (3) completion of a second round of satisfaction surveys and initiation of a third round; (4) initiation of a study to strengthen implementation arrangements based upon the experience of TEQIP II; and (5) increase in four funds to ensure project sustainability.
