A detailed implementation support mission is planned for March 2013 after which an Aide Memoire will be issued. Page 1 of 4 The World Bank Report No: ISR9601 The project became effective on April 12, 2012 upon signing of the Grant however is currently faced with a number of delays primarily due to significant staff turn over at Project Management Unit (PMU) and Agency Implementation Units (AIUs). As a direct result of staff turn over, the implementation progress on year one plan remains limited. After the initial disbursement of US$ 1.5 million no further disbursement has taken Public Disclosure Copy place as rate of utilization of grant remains low. The Bank team has held a series of discussions with the FATA Secretariat, in particular, the Directorate of Project during the period of October 2012 to January 2013 to agree on actions that will improve implementation progress starting with staffing. A detailed portfolio review meeting for MDTF was held on November 28, 2012 in Peshawar which also stressed the need for timely completion of agreed actions in order to improve implementation. As a result of these discussions, following actions are being taken or have been completed: 1. The FATA Secretariat has revised the project PC1 to reflect changes agreed with the Bank. The revised PC1 has been approved by the Government on November 20, 2012. 2. In line with the revised PC1, staff hiring has been initiated and a new Project Director has been appointed by the FATA Secretariat. 3. Hiring of FM and Procurement staff and other technical experts is expected to be be completed by end of February 2013. 4. The FATA Government is organizing a formal Project Launching ceremony on February 14 in Peshawar. 5. The revised procurement plans have been agreed with the Bank and entered in the web-based Caliper procurement management system. RLCIP is the first project under MDTF portfolio that is implementing the Caliper system. 6. The first set of quick win activities have been initiated namely farm inputs distribution in two tribal agencies for winter crops. 7. The contract for Social Mobilization Partners is signed and the consultants have started initial mobilization and village identification activities. Given the slow implementation progress, the IP rating is downgraded to Moderately Satisfactory.
