The SPSBC Project has entered its last month of implementation with its closing scheduled on December 30, 2019. The project has continued to make satisfactory implementation progress toward achieving its stated objectives and results with all activities under its four components fully completed. A Project Closing Workshop was successfully conducted December 5 and 6, 2019 with the active and broad participation of government officials and representatives of beneficiary associations and groups and of key partners and stakeholders. The project (totaling around US$28.97 million with a GEF co- 12/30/2019 Page 1 of 7 Public Disclosure Copy The World Bank Implementation Status & Results Report Sustainable Production Systems and Conservation of Biodiversity (P145621) financing of US$9.59 million) is focusing on a total of 12 protected areas (PAs) and their respective buffer zones in the Atlantic and Central-Eastern parts of the country. Altogether, activities have been taking place in seven provinces (Bocas del Toro, Coclé, Colón, Chiriquí, Los Santos, Panamá and Veraguas), two comarcas (Guna Yala and Ngabe-Bugle) and two indigenous peoples’ territories (Bribri and Naso-Teribe). Key results achieved include: i) 554,501 hectares (or 101 percent of the end target) of land brought under enhanced biodiversity conservation; (ii) 1,534 hectares of cocoa, plantain, and coffee plantations (or 128 percent of the end target of ) of landscape already certified by internationally/nationally recognized standards; iii) the Endowment Fund established a year and half ago with an initial capital of US$5.0 million (and now standing at US$22.6 M) to support sustainable management of PAs (as part of one window of the broader and fully operating national Fund for Water, Protected Areas and Forest also called “Super Fund”); (iv) implementation of the National Biodiversity Information and Monitoring System (SNIMBD) in 9 project-targeted PAs (or 120 percent of the end-target); (v) 30 sub-projects or subgrants supporting income-generating and biodiversity-friendly production and marketing system implemented by producer associations (or 100 percent of the end target); (vi) completion and dissemination of key analytical works and studies (including the Financing Gap Analysis of the National Protected Area System); (vii) five business alliances with buyers for marketing of biodiversity-friendly products established with APRE, COCABO, COOBANA, GORACE and Inversiones Perez Y Perez (250 percent of the end target); and (viii) completion of priority activities of environmental plans in all 6 municipalities targeted (Boquete, Chame, Gualaca, Renacimiento, San Lorenzo and Tierras Altas). To date, the number of direct beneficiaries of SPSCB is standing at 118,490 (148 percent of the revised target). The national project team has been coordinating effectively with local authorities in each of the 12 PAs targeted by the project and has well engaged with local communities and with producer groups. 2. The SPSBC Project is closing at the end of December 2019 and the project completion and results report is being finalized by the Project Coordination Unit of MiAmbiente along the arrangements to ensure the sustainability of the project results (including technical assistance to the recently-completed productive sub-project investments during the first cycles of production and transfer of knowledge and biodiversity data generated to permanent entities of MiAmbiente, etc.) in the post-project period. 3. During the Project Closing Workshop, the participants highlighted the relevance and importance of the model, approach, methodology, local knowledge, experience and operational capacities acquired through the project, for the territorial development vision and plan of the new administration to promote inclusive growth that is more sustainable economically, environmentally and socially. mpaTable Multiphase Programmatic Approach (MPA) Status mpaTableBody Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance -- Moderate Moderate Macroeconomic -- Low Low Sector Strategies and Policies -- Moderate Moderate Technical Design of Project or Program -- Moderate Moderate Institutional Capacity for Implementation and Sustainability -- Moderate Moderate Fiduciary -- Moderate Moderate Environment and Social -- Moderate Low Stakeholders -- Moderate Moderate Other -- Low Low Overall -- Moderate Moderate Results PDO Indicators by Objectives / Outcomes 12/30/2019 Page 2 of 7 Public Disclosure Copy The World Bank Implementation Status & Results Report Sustainable Production Systems and Conservation of Biodiversity (P145621) Conserve globally significant biodiversity through improved mgmt effectiveness of Protected Areas IN00766339 ►Areas brought under enhanced biodiversity protection (ha) (Hectare(Ha), Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 506,846.00 598,642.00 550,000.00 Date 01-May-2014 25-Jul-2019 12-Dec-2019 30-Dec-2019 Fully achieved: 598,642 ha (109 percent of the end target).
