The global environmental objective is to strengthen the natural resource base in agricultural lands through doubling the area under sustainable land management as a basis for securing ecosystem services and sustainable agricultural productivity. The project will (i) strengthen institutional capabilities necessary to further develop, and implement, a harmonized and aligned investment framework leading towards a full-fledged SWAp in the agricultural sector; (ii) increase the land, water and nutrient use efficiency of maize based rainfed cropping systems targeted by the Governmentâ s Agricultural Development Programme; and (iii) increase the resilience of the maize supply system to cope with climate induced risks and shocks. On the ground, District Agricultural Development Offices (DADOs) are still making good progress in developing agricultural extension activities to the benefit of farmers. The objective is to demonstrate and disseminate various technologies aimed at increasing productivity. For this 2012/13 cropping season, the Project has demonstrated and tested 18 varieties (against an annual objective of 10), increasing the range of choice for farmers. Based on the last implementation support mission, the Project has started some demonstrations beyond maize on new varieties of diversified crops such as rice, sorghum and legumes. Field days were conducted in all Districts to give farmers the opportunity to compare and select the most suitable varieties for their agro-ecological areas based on traits on their choice. A constructive and productive dialogue has been established with seed companies to better organize seed availability based on farmers' preferences. Other on-farm trials, demonstrations and farmers try-outs cover the following areas: crop nutrient management based on 2,300 research-led trials across the country reaching and 12,000 farmer try- outs; demonstrations on sustainable land and water management techniques (minimum tillage, basin planting and mulching) that has reached out close to 40,000 farmers with close to 40,000 hectares estimated to be under conservation agriculture; demonstrations on post-harvest technologies with a focus on silos and large grain borers bio-control. To reach out more farmers and compensate the limited number of extension officers on the ground, the Ministry has developed an ambitious and promising program of using lead farmers: so far, more than 17,000 lead farmers have been identified and trained, with an additional 1,000 this year; they are reporting to provide advice and training to close to 350,000 farmers. To complement this approach, two NGOs have been recruited to replicate MoAFS research and extension activities in EPAs that present large gaps in extension officers. This pilot experience is successful and appreciate by both farmers and DADOs on the ground. Overall, DADOs are implementing extension activities with dynamism and energy, contributing to strengthening confidence and collaboration between farmers and extension officers. Under the leadership of DADOs, impressive efforts are still being made to improve collaboration among institutions delivering technical advice to farmers and to build synergies between respective programs. The key challenge for the Project is now to Public Disclosure Copy undertake a sound assessment of technology adoption by farmers, to draw lessons on why farmers are adopting some technologies or not, and to start designing a new research and extension program in anticipation of additional funding coming from different donors through a Multi-Donor Trust Fund being established by the Bank. On the institutional front, progress has been slow but the ASWAP process is still progressing satisfactorily with Technical Working Groups now meeting on a more regular basis. In November 2013, the Ministry of Agriculture successfully organized a session of the Agricultural Sector Working Group, followed by the third Joint Sector Review, where the findings and recommendations of the Agricultural Public Expenditures Review, recently completed with support from the Bank, were presented and discussed with various agricultural stakeholders. Critical follow-up actions will be to keep the momentum of the ASWAp process, to undertake the core function analysis of the Ministry to strengthen its alignment to the ASWAp investment framework and to start re-balancing public investments in the agricultural sector based on a revamped Farm Input Subsidy Program.
