I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING A. Project Status 1. The project implementation progress is moderately satisfactory. The project has been effective since April 2018. In the first three months following effectiveness, MoLSS and ISKUR worked on getting access to procurement and disbursement systems of the World Bank and completing documentation in this regard. Some progress has been made since August 2018 in the preparation for launch of project activities. A project launch event has been held at the end of January 2019 along with the second Steering Committee meeting. Prior to effectiveness, Ministry and Turkish Employment Agency (ISKUR) staff had been appointed to a core PIU. However additional PIU consultants for procurement, financial management and communications have been identified and hiring process is almost complete. Critical contracts for language training, vocational training and on the job training activities are in the procurement process. ISKUR jobseeker registration and active labor market programs (ALMP) monitoring system has also been adjusted to capture the ALMPs to be financed under the project. Roll-out of active labor market programs is expected to start in a gradual manner first in Adana with already registered Syrian jobseekers and with outreach through partner organizations on the ground (such as UNHCR and Turkish Red Crescent). By the end of March, ISKUR expects ALMPs to start in all four project provinces (Adana, Istanbul, Sanliurfa and Gaziantep). The MoLSS work permit application IT system improvements are in process but moving slowly. The Ministry is about to launch tenders for hardware, software and small works to proceed with these improvements. B. Rationale for restructuring 1. The preparatory period before implementation has lasted much longer than originally foreseen. The original implementation period foreseen in the Administration Agreement with the EU (the financier of the project) was a two-year period between June 20, 2017 and December 30, 2019. However, the Grant Agreement with the Government was signed in December 21, 2017 and the project (RETF) only became effective on March 21, 2018. In addition, main counterpart agencies ISKUR and Ministry of Family, Labor and Social Services (MoFLSS-former MoLSS) had never implemented World Bank lending type projects before and therefore required (and continue to require) intensive technical support for adjustment to World Bank operational requirements. This process has taken a much longer than expected time. For this reason, the Government has requested an extension of the closing date for the project. This extension will allow orderly implementation and disbursements under the project. 2. Although the project and associated grant agreement has sizeable funding for institutional support to facilitate the delivery of active labor market programs, it did not foresee renovations to existing provincial office buildings. Recent discussions with the counterparts revealed the need to finance renovations in some provincial ISKUR offices in order to improve the service provided to jobseekers in these locations. In addition, the IT improvements to be implemented in the MoFLSS also require spatial adjustments to be made to The World Bank Employment Support Project for Syrians Under Temporary Protection and Turkish Citizens (P161670) accommodate the new hardware. For these reasons, MoFLSS has recently requested such renovations that will not involve new construction and can be classified as “small works” to be financed under the project. II. DESCRIPTION OF PROPOSED CHANGES A. Extension of project/grant closing date. The team proposes to extend the project/grant closing date from June 30, 2019 to December 31, 2020 (maximum extension allowed in line with the Administration Agreement with the EU) as per Government request and project implementation requirements. B. Addition of ‘small works” as an expenditure type. The team proposes to add “small works” as an expenditure type to Component 2a and 2b of the project and Category 2 and 3 of the grant agreement which finance institutional support activities for the delivery of active labor market programs. “Small works” are defined as works/renovations within existing spaces belonging to the counterpart agencies and not new construction.
