No The World Bank Improving Climate Data and Information Management (P129633) I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING A. Project Status 1. The Improving Climate Data and Information Management Project (ICDIMP) is a five-year project funded by the Climate Investment Funds (CIF)/Pilot Program for Climate Resilience (PPCR) in the amount of US$6.8 million. The project is seeking to improve the quality and use of climate related data and information for effective planning and action at local and national levels in Jamaica. 2. Three years into implementation, the ICDIMP is performing well, with approximately 50% of activities having been completed. As of April 8, 2019, 23.7% (approx. US$ 1.61M) of the total Grant has been disbursed under the project. Though the disbursement rate is low, it is consistent with original projections due to forty percent (40%) of the grant resources being allocated to a single large procurement item, which is the replacement of the outdated weather Doppler radar and construction of the tower. This procurement is underway and expected to be finalized by end of May 2019. The project is expected to end on time in April 2021 and in a satisfactory manner, having met its PDO objectives. 3. Component 1 has made significant progress toward upgrading and/or providing new equipment, systems and training for data collection and processing. Most of the planned equipment for Meteorological Services of Jamaica have been procured and installed, with 8 automatic weather stations (out of 35 installed) already reporting in real time. Thirty-one of the water monitoring stations procured for the Water Resources Authority are also reporting in real time (14 streamflow stations and 17 rainfall stations). 4. Component 2 has made significant progress in terms of improving Jamaica’s climate readiness through a number of activities that have been completed. Downscaled climate scenarios (at 25km scale) for 2030, 2050, 2080 were developed and subsequently used in preparing the State of the Jamaican Climate 2015 report. Moreover, procurement of all the equipment necessary for the development of the climate change information platform at the National Spatial Data Management Division has been completed and the IT infrastructure for the platform is being set up. 5. Component 3 has made significant progress in terms of promoting climate change awareness at the national and local levels. The Information Education and Behavior Change Campaign “Smart and Steady Get Climate Ready” was successfully launched following solid media coverage and interest from public. Several training and awareness raising activities are currently under development. While the full Knowledge, Attitude and Practice (KAP) survey is planned to be carried out at the end of the project, a simplified version will be carried out by the end of 2019 and facilitate measurement of increased public awareness of climate change compared to 2012 baseline. The ICDIMP monitoring and evaluation (M&E) system has its foundation in an approved Results Framework which is defined by three PDO indicators, eight intermediate results indicators and contributing to six PPCR core indicators. Even though M&E has seen progress throughout the project implementation, as illustrated in an improved data collection and related reporting in the semester progress reports, the definition of several baselines and targets associated with the Results Framework is incomplete. In addition, there are challenges related to the overall appropriateness of selected indicators to measure the achievement of the Project Development Objective (PDO). 7. Following the mid-term review (MTR) findings, a request for restructuring was received by the World Bank on March 27, 2019 with the objective to revise the ICDIMP’s Results Framework. Against this backdrop, this Restructuring Paper proposes a Level 2 restructuring to revise the current Results Framework with a view to including measurable and appropriate PDO level and intermediate results indicators that reflect intended project outcomes and impacts. II. DESCRIPTION OF PROPOSED CHANGES 8. Proposed revisions of the ICDIMP’s Results Framework, as requested by the Government of Jamaica, are being introduced to ensure that all aspects of the PDO are supported by appropriate activities and indicators. They would also result in changing the number of PDO level indicators from three to four, while the number of intermediate results indicators would be reduced from eight to six. The table below summarizes proposed changes, as well as the rationale for introducing them.
