However, two Project effectiveness conditions were fulfilled in March 2018: (i) the establishment of the Project Implementation Unit and (ii) the adoption of a Project Operational Manual. The newly appointed Minister took the decision for dislocation of Metrology to the new premises as a precondition for activities under the National Quality Infrastructure Component to commence. In parallel the Government made progress regarding inspection system reform. The law on inspections has been shared for public consultation on 24th of June. Going forward the Project needs to accelerate implementation and speed up activities related to the National Quality Infrastructure, matching grants scheme and inspection system reform. 1/29/2020 Page 1 of 6 The World Bank Implementation Status & Results Report KOSOVO: COMPETITIVENESS AND EXPORT READINESS PROJECT (P152881) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance High High High Macroeconomic Substantial Substantial Substantial Sector Strategies and Policies Substantial Substantial Substantial Technical Design of Project or Program Substantial Substantial Substantial Institutional Capacity for Implementation and Substantial Substantial Substantial Sustainability Fiduciary Substantial Substantial Substantial Environment and Social Low Low Low Stakeholders Substantial Substantial Substantial Other -- -- -- Overall Substantial Substantial Substantial Results PDO Indicators by Objectives / Outcomes Objective 1 IN00743987 ►Share of beneficiaries of the matching grants program that increase their export value (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 50.00 Date 30-Dec-2016 27-Jun-2019 10-Jan-2020 31-Dec-2021 IN00743988 ►Reduction in annual inspection compliance cost per business (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 15.00 Date 30-Dec-2016 27-Jun-2019 10-Jan-2020 31-Dec-2021 IN00743989 ►Number of products tested and certified at domestic organizations that are accredited by an internationally recognized accreditation agency (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target 1/29/2020 Page 2 of 6 The World Bank Implementation Status & Results Report KOSOVO: COMPETITIVENESS AND EXPORT READINESS PROJECT (P152881) Value 0.00 0.00 0.00 200.00 Date 31-Oct-2016 27-Jun-2019 10-Jan-2019 31-Dec-2021 Intermediate Results Indicators by Components Component 1: Enhancing Business Environment and Export Readiness IN00743990 ►Kosovo Metrology Agency (KMA) becomes a signatory to Mutual Recognition Arrangement (CIPM MRA) of the international metrology system (Committee on Weights and Measures (CIPM) (Text, Custom) Baseline Actual (Previous) Actual (Current) End Target Value NO NO NO YES Date 30-Dec-2016 27-Jun-2019 10-Jan-2020 31-Dec-2021 IN00743991 ►Participations of KMA in international inter-laboratory comparisons (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 10.00 Date 30-Dec-2016 27-Jun-2019 10-Jan-2019 31-Dec-2021 IN00743992 ►Private capital mobilized through matching grants program (Amount (EUR)) (Amount(USD), Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 2,340,000.00 Date 30-Dec-2016 27-Jun-2019 10-Jan-2020 31-Dec-2021 IN00743993 ►Number of firms financed through matching grants program (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 31.00 150.00 Date 30-Dec-2016 27-Jun-2019 10-Jan-2020 31-Dec-2021 IN00743994 Number of firms with female owner financed through matching grants program (Number, Custom Breakdown) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 5.00 15.00 Date 30-Dec-2016 27-Jun-2019 10-Jan-2020 31-Dec-2021 IN00743995 1/29/2020 Page 3 of 6 The World Bank Implementation Status & Results Report KOSOVO: COMPETITIVENESS AND EXPORT READINESS PROJECT (P152881) ►Percentage of grievances about the SME grant scheme that were responded to (Citizen Engagement) (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 100.00 90.00 Date 30-Dec-2016 27-Jun-2019 10-Jan-2020 31-Dec-2021 The Citizen Engagement mechanism has been set up.
