The project supports the RGoB s efforts to reduce rural poverty, food insecurity, and high levels of malnutrition increase resilience to climate change through climate smart agricultural productivity enhancement for food security and nutrition, and increasing farmer s access to local and export markets. The project seeks to address multiple problems faced byfarmers and rural households through a set of integrated, consolidated, area-specific interventions that respond to local constraints, potentials and opportunities. The project will reach out to 10,400 farmer households and will facilitate the formation and strengthening of 300 new and existing Farmer Groups (FGs) om 24 geogs across 5 dzongkags. Additionally, Additionally, through improved homegrown school feeding programs, the project will target 3,000 school children in 16 schools located in 11 gewogs in 4 dzongkhags. There was initial delay due to administrative issues but implementation effectively took off from January 2018. The project is currently 26% disbursed with a total expenditure of $2.10 million on project activities. There is the concern that the restrictions imposed on public gatherings and meetings, by the Royal Bhutan Election Commission in lieu of the forthcoming general elections in the second and third quarter of 2018 would slow down project implementation and the project is expected to spend about 50% of the allocated funds for the first work plan, by end June 2018. Currently the project has only implemented 21.2% of its approved Work Plan for 2018. The project has prepared and finalized the tender document for Rateykhola irrigation scheme. The procurement process has been initiated and contract will be awarded before the end of July. The procurement for the construction of the three other irrigation schemes will also commence by July 2018. Towards preparation for operation of the schemes, the project has established 5 new groups comprising two vegetables producers’ groups and three water user associations for the new irrigation schemes and has also strengthened two existing youth groups and four water user associations. A study tour to improve farm management practices was also organized for a group of 25 farmers including 8 females. As part of initial project implementation start-up, training events were organized for project farmers which included citrus orchard management, vegetable production, winter chili cultivation and ginger rhizome rot control using soil solarization respectively for 200, 250, 86 (35 females) and 136 (71 females) farmer households.The Project Management Unit (PMU) is currently staffed and functional with a full time Project Director, M&E Officer, Administrative Assistant, three FAO provided experts and an accountant. However, there is still need for support of Value chain coordinator and Nutrition expert and the Project Support Teams (PST) in the three ARDCs are not yet fully operational. The ARDCs are yet to recruit experts for M &E/ Knowledge Management, Safeguards and Procurement.
