Under an Indian Ocean initiative supported by UNESCO (IOWave 18), in September 2018, DRDM successfully conducted a Regional Tsunami exercise to communications, to review their tsunami warning and emergency response Standard Operational Procedures and to promote emergency and community The advances in the development of the National Coastal Management Plan (CMP) to enhance the resilience of the coastal zone; and the development o Policy, which will support the use of risk information across sectors are very positive. The Senior Project Officer for Environment and Emergency (Local Government Department –LGD) is working with the five Districts that were prioritized by the PS of MHALG to advance their Emergency Response and SOPs. Based on LGD’s roles and key responsibilities in Emergency Management and the resources available for the Districts with respect to Emergency Management, new SOPs will be developed for disaster preparedness and response in coordination with DRDM and the Region Coordinators. For the following two years, the target for the development of District protocols for preparedness and response will be maintained at five and is expected to be reached. To help achieve this target, LGD will work in coordination with DRDM and the Region Coordinators based on the Districts Contingency Plans developed in 2008 to review and update the Districts’ SOPs. The Bank team recommended to align the processes of updating the National Integrated Emergency Response Plan with the updates of the five prioritized Districts and to establish a baseline and road map for improving emergency preparedness in Seychelles. The drills and exercises are being evaluated and the different ministries and agencies that responsible for emergency response are participating in the drills based on their contingency plans. On September 4 and 5, 2018 DRDM successfully participated in a Regional Tsunami exercise that was conducted under the regional program for the Indian Ocean supported by UNESCO (IOWave 18). The exercise focused on National level emergency response. The purpose of Exercise IOWave18 was to evaluate and improve the effectiveness of Indian Ocean countries in responding to a potentially destructive tsunami. Annual drills are being conducted at the Sector level for Tourism, Education, Red Cross Society of Seychelles and the Ministry of Health (pandemic). A Post-Event Evaluation related to the fire at the Social Public Transport Corporation (SPCT) was led by DRDM. Main recommendations of the evaluation focused on additional resources needed to improve capabilities of first responders, traffic management, communication and land use planning. During Tsunami and Disaster Risk Reduction day, the Director General of DRDM discussed on the Seychelles’ radio and TV key DRM messages. DRDM is still experiencing the challenges of limited resources which impact the launch of their complete communication strategy and website maintenance and still pushing back the plans to hire an Education and Awareness Officer. Red Cross Society of Seychelles and Seychelles Fire Rescue Service Agency (SFRA) contingency plans have been finalized and approved). The Ministry of Health and Tourism are experiencing resources gaps to implement their plans. The ministries will need to finalize their plans in order to integrate them in the National Integrated Emergency Plan. A draft school's generic format for an emergency plan was created in line with the Education Contingency Plan. The different plans were used during the (IOWave 18) exercise. There is a need to expand training, specific equipment to deal with hazardous materials as well to improve the enforcement and regulations related to Hazmat for the Private Sector Companies. There is also a need to develop advance procurement arrangements with private companies to overcome some of the challenges and avoid expiration of resources. The development of the National Integrated Emergency Management Plan has been advanced. DRDM has presented to the Cabinet the “Scaling up Seychelles Readiness to Multi-Hazard Events” paper which includes a timeframe for action with the key next steps for the development of the National Plan. The timeframe was approved by the Cabinet and expected to be completed by December 2019. The Ministry Profiling exercise was launched in coordination with the DRDM local consultant. The profiling contains the role of the different MDAs related with emergencies, and the inventory of resources to perform their tasks. The profiling is a critical condition required to establish an effective Integrated Emergency Management Plan, based on mapping capabilities and identifying gaps. A Tsunami Emergency Response Plan (TERP) is in place and used by DRDM. The plan was developed under UNDP/Government of Seychelles Early Warning and Disaster Management Systems’ Project. The plan describes the disaster management organizations responsible to respond to tsunami events in Seychelles. The plan also includes emergency procedures for specific emergency response functions assigned to specific organizations. The policy is designed to guide the sharing, storing and usage of geospatial information between government and non-government agencies, which would stimulate the effective use of this information. During the mission, a diagnostic was started to identify the required scope of the policy. The Land and Geospatial team of the Bank is providing remote support in this exercise. The results of the Seychelles chapter of the OpenCities Africa Project, funded by GFDRR and executed in collaboration with DRDM and the geospatial working group, were presented. During this exercise, high school students from various schools were trained to map mover 900 public buildings and tourism facilities in coastal areas. Moreover, all building footprint datasets managed by the GOS were made publicly available through OpenStreetMap (www.openstreetmap.org). Finally, the national-level flood hazard maps, which were produced during the previous mission, were revised. The revised flood hazard maps will be finalized and shared with the relevant counterparts after the mission. The Coastal Management Plan (CMP) contains an assessment of threats to the Seychelles coastline, an identification of key priority areas where erosion and flooding are impacting beaches and infrastructure, and an implementation plan for securing a resilient coast. 12/14/2018 Page 5 of 6 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Disaster Risk Management Development Policy Loan with CAT DDO (P148861) During the Mission in November 2018, two workshops were organized with district authorities and the wider stakeholders to validate and discuss the draft National Coastal Management Plan. The workshops confirmed the urgency of the issues and allowed for the further specification of the proposed solutions. Continuous collaboration with developing partners, including GCCA+ and UNDP, will be maintained during the finalization of the plan over the coming months. In February 2019, during the next technical mission, a validation workshop will be organized after which the National Coastal Management Plan will be submitted to cabinet, most likely by the end of the first quarter of 2019. Coral reef restoration has been identified as a key strategy for strengthening coastal resilience while benefitting tourism, fisheries and biodiversity. During the mission, a new GFDRR-funded study was launched that will investigate strategies for upscaling existing efforts of coral restoration, and that will develop innovative public-private financing strategies to implement such large-scale restoration in priority areas. The consortium that will conduct the study includes the University of Seychelles and the Marine Conservation Society Seychelles.
