Civil works. Civil works of phase I (about 400 km) have started in January 2018 and are expected to be completed by latest October 2018, with a slight delay (2 months) against contractual completion time of end of August. The engineering and the safeguards studies (ESIA, RAPs) for the phase II (about 400 km) are currently underway. Civil works of phase II are expected to begin before end of calendar year 2018. The government has already mobilized the resources needed for the implementation of the RAPs of phase II. Village based infrastructures at the request of the communities. Vegetable gardening perimeters for women farmers’ group, water wells with hand pumps, construction of additional rooms for existing schools and health centers, small weekly market storages have been identified and technical and safeguards studies expected to be completed in 2 months will begin early July. Routine Maintenance by local communities. The recruitment of the NGO in charge of the establishment of the community based organization in charge of road maintenance is completed. The NGO will begin in august 2018, activities such as public awareness about road preservation and also the selection of members of the CSO in charge of road maintenance. Social Safeguards. The RAPs of the phase I have been implemented before the beginning of the civil works. However, during the Mars 2018 mission, there were allegation of omissions of persons affected by the projects (PAPs). In addition, the social safeguards expert recruitment is not yet finalized. The Bank team urged the PIU to finalize the recruitment of the social safeguards expert as soon as possible. The social audit has already started. Citizen Engagement. Local radios were used for public outreach to explain the project, GRM and the scope of work before the beginning of the civil works. Focal points embedded within each targeted community were selected and equipped with smartphone. Questionnaires were sent to the focal point using SMS in order to conduct the survey by phone and receive feedback. A first test will be conducted before end of July 2018. Fiduciary arrangement needs to be completed as soon as possible by recruiting an internal auditor and an archivist. Gender Based Violence. Contracts of civil works include GBV ( Gender Based Violence) and VAC ( Violence against children) clauses. All contractors have provided a code of conduct that contains specific languages about governing behaviors and sanctions related to GBV and VAC and the code of conduct are part of the employment contracts. Community members were informed about the code of conduct. The contract of the supervision engineer was amended to include explicit obligation for supervising and reporting on GVB. Furthermore the task team organized a workshop on GBV before the beginning of the civil works.
