All the five participating countries (Djibouti, Ghana, Senegal, Guinea and Burkina Faso), as well as the Association of African Universities (AAU) have counter-signed the financing agreement. Effectiveness conditions for the First ACE Impact project are (i) endorsement of the regional operations manuals; (ii) legal opinion of the financing agreement; and (iii) legal opinion of the performance and financing agreements. The project has become effective in two out of the five countries (Burkina Faso and Guinea), as well the AAU. In Senegal and Djibouti, the effectiveness deadline has been extended to January 11th, 2020 for Djibouti and February 11th, 2020 for 12/29/2019 Page 1 of 12 The World Bank Implementation Status & Results Report First Africa Higher Education Centers of Excellence for Development Impact Project (P164546) Senegal, with progress made in both countries. It is expected that the credits in both countries and Ghana will be made effective by January 10th, 2020. The following provides an overview on progress to date: Towards Meeting Effectiveness Conditions: The AAU, Burkina Faso and Guinea have become effective on August 10th, September 30th and November 11th, 2019. All entities of the other countries –Ghana and Senegal – are making good progress towards meeting their effectiveness conditions with some progress made in Djibouti. The Performance and Funding Agreements have been signed in both Ghana and Senegal with legal opinion of these documents in progress. The task team is working closely with the governments to ensure the process is completed. Implementation Progress. The centers have made substantial progress toward the achievement of the first Disbursement-Linked Indicator (DLI) on institutional readiness. Indeed, in addition to the submission of the Implementation Plans (IPs), most of the centers have submitted all of the required documents for achievement of DLI 1 to AAU for verification. These include: the official nomination of the center core team; establishment of the center’s website (with link), development and availability of the center’s financial management (FM) and procurement manuals and the student handbooks which include policies on sexual harassment and scholarships. Finally, the component on the Regional Scholarship and Innovation Fund (RSIF) is progressing with, the subsidiary agreements cleared by legal team and the legal opinions of this document in the process of finalized in Ghana, Burkina Faso and Senegal. Delivery on DLIs. The recruitment of the verification consultancies for the DLIs on student and research results (DLI 3 and 4) has been completed by the AAU. It is expected that the provisional results of these DLIs will be presented in the next regional workshop in February 2019 for Centers to provide feedback before final DLI earnings are processed for disbursement. Additionally, the verification for DLI1 is in progress with all the IPs having been shared with the technical experts for review. The consultancy on recruiting specialists to review the sexual harassment policy is also in place. It is expected that the verification of DLI 1 will be completed by January 30, 2020 and the first disbursement of approximately 10 percent of the project will be processed by February 15, 2020. Project Management. Regional Facilitation Unit (RFU) – AAU: AAU worked in collaboration with the Task Team to prepare the Project Operations Manual (POM), whose endorsement is an effectiveness condition, which has been endorsed by all participating countries. As part of its effectiveness conditions, AAU has recruited a new project Manager for both ACE Impact projects. In addition to the recruitment of the project Manager, AAU has also seconded a full-time accountant, monitoring and evaluation (M&E) specialist and logistics personnel. An implementation support mission of the RFU, took place in December 2019, to discuss the project staffing, annual work plan and performance evaluation of the RFU. The Project Operations Manual will be updated to reflect the clarifications provided during this mission, in particular on the RFU structure and functions including the organigram, financial management and procurement aspects of the RFU. In terms of RFU activities, the AAU has successfully completed the recruitment of the independent verification consultancy, successful organization of the regional workshop in Dakar including steering committee meeting and on -site implementation plan support missions to at least 15 Centers in Djibouti, Guinea, Ghana, and Senegal. All mission reports have been shared with the university management and center teams following these missions. National facilitation agencies. Given Ghana and Burkina have four or more centers/colleges of engineering, the National Commission for Tertiary Education (NCTE) in Ghana and Burkina Ministry of Higher Education have received some project facilitation funds to coordinate the many Centers in the country for the First ACE Impact Project. Both entities have successfully coordinated the signing of the performance and funding agreement (PFAs) of their respective countries. In addition, the NCTE is working to follow up on the final effectiveness condition of obtaining legal opinion for the financing agreement and performance financing agreements. The Burkina Ministry of Higher Education team successfully managed Burkina to be the first country to be declared effective under the project and is working closely with the other ministries to ensure alignment of the centers to the health and water sectors. Key Challenges The regional workshop Aide Memoire of September 2019 provides further details on overall and country specific progress and challenges of the First ACE Impact Project. Broadly, the project has encountered the following challenges in its implementation: Delay in effectiveness of credit for Djibouti. The effectiveness deadline of August 10th 2019, has been extended twice in Djibouti. The first extension was processed in August 2019 and second extension was processed in November 2019. Although progress has now been made with achievement of two out of the three effectiveness conditions (i) endorsement of the regional operations manual and (ii) legal opinion of the financing agreement. The final effectiveness condition of the legal opinion of the signed performance and financing agreement is pending. In addition to participating in the regional Dakar workshop in September 2019, two follow up missions to support the University of Djibouti were undertaken in October 2019 and November 2019 by the AAU and the World Bank team. The project is working closely with the Djibouti project team to finalize this last step of signature and legal opinion of the performance and financing agreements. Cross-cutting challenges. Key challenges identified during the September 2019 regional workshop in Dakar include a clear understanding of World Bank processes, clear definition of roles of key stakeholders and capacity to properly complete some of the results under the first DLI, which focuses on institutional readiness. This capacity building will require support from the RFU through relevant TA;  Identifying clearly the role of the center within the larger vision of the university and defining the degree of autonomy needed for the center to run efficiently without compromising accountability;  Identifying a model of operation for centers that are set up to function as a consortium of institutions, where all parties within the consortium have clear roles and benefits;  Defining clearly the working policies for the various partners that have shown interest in the project, at the regional level.
