Progress by component is summarized below. Community development component. A total of 106 community infrastructures have been completed (including 31 financed by a grant from the State and Peace-building Fund), primarily schools. An additional 49 sub-projects are in progress and 55 have been approved are now awaiting signature of the financing agreement. The signing delay is mostly related to difficulties in mobilizing the required community contribution, and the time needed to finalize the studies or procurement for relatively complex sub-projects. Despite the good progress of the component, some factors may slow down its implementation: (a) the ceiling of US$ 100,000 per sub-project seems insufficient to intervene in the most isolated localities, (b) the most vulnerable communities have a hard time in reaching their 10% contribution (in cash or kind), and (c) the resurgence of insecurity prevents access to certain areas. The implementing agency will propose revisions to the Operating Manual to address the first two factors in a systematic manner, but in practice exceptions are already being granted on a case by case basis. Livelihoods and employment creation component. The component is finally taking off, and this should result in a substantial disbursement acceleration in 2017. Details by sub-component follow. • Urban public works. Appropriate labor-intensive subprojects have been identified and assessed in all five targeted cities, and beneficiaries have been selected respecting quotas for women and other vulnerable groups (IDPs, indigenous people). A total of 830 people are at work in Goma and Bunia. Works in Beni and Butembo have been delayed because of security issues and works in Bukavu have been delayed by the need for in-depth technical studies, but works in all cities should start before the end of the year. The contract with INPP, in charge of providing training to beneficiaries, has been negotiated. • Rural public works. The rehabilitation of rural roads leading to the main axes of the strategic corridors has not yet begun, mainly because of the cumbersome nature of the procurement process. It is difficult to envisage that the works could be launched before March 2017. It was therefore decided to proceed with contracting of construction companies without using intermediary NGOs for the rehabilitation of 10-20 km in each of the corridors (over 100 km planned) to speed up the implementation and start work on the selected sections in January 2017. It should be noted that the agreement of the provincial governments on the maintenance mechanism proposed by the project is a precondition for road rehabilitation; such agreement has been secured. • Value chain development. Agreements with INERA, SENASEM and IPAPEL, concerning both the support they must give to project implementation and the support they will receive, have been signed. Basic seeds have been ordered for delivery in January 2017, in time for the next agricultural season. As the selection of partner NGOs is not yet finalized, the Social Fund has started pre-selecting beneficiary households using a participatory approach. With regard to the two corridors to be covered by FAO, an agreement has been reached following protracted technical discussions but the contract is not yet signed. Conflict management. Provincial Consultative Committees in North and South Kivu have validated the conflict maps produced by the Social Fund with the help of specialized NGOs. All community subprojects are accompanied by conflict scans and by relevant peacebuilding measures such as capacity building, establishment or strengthening of Local Peace Committees and active support to mediation. All Social Fund and partner NGOs staff have been trained in conflict transformation. Particular efforts have been concentrated on the simmering Bantu-Pygmy conflict in Tanganyika, including supporting the mediation efforts of local authorities, helping communities to produce conflict management plans, and producing a radio program (“My neighbor is my brother”) to be aired by local radios (which have been strengthened).
