Two components, PBMC and rural waterways have already been completed and another component RPM is about to complete (95%). However, due to early monsoon (started from early of April 2018) the expected physical target was not possible to achieve. Also, advance mobilization of materials and equipment are recommended by November 2018. Component B - Institutional Strengthening, Capacity Building and Governance Enhancement: The Project has made little progress since the last mission of February 2018. Most of the committed target dates of completion have already been elapsed several times. “Rural Bridge Information and Management System (RuBIMS)” which is the key support system of the “Operation for supporting rural bridges (SupRB)”, another World Bank’s funded operation (expected to be lunched by November 2018) but still this service contract has not been completed yet. Component C - Rural Transport Safety: The Project has made significant progress on rural transport safety. Nevertheless, national level workshops: one on road safety engineering manual and the other on rural community road safety are pending since long. In last mission, this has been discussed with the PMU, and they agreed to conduct the workshops by February 28, 2018 but this workshop has not been conducted yet. AF Implementation Readiness: Sub-projects under the 1st year rehabilitation work program have been prioritized by LGED. Contract of the detailed design consultant who is currently hired under the parent project has been amended to cover the preparation of the detailed design and bidding documents for this 1st year work program. The Terms of Reference (TOR) for detailed design and supervision consultant responsible for the remaining works under AF is being prepared with the aim at having this consultant mobilized once the AF becomes effective. As the project time of the AF is only 2.5 years, it is required that the technical design and bidding documents are prepared in timely manner so as the bid opening for first batch of works packages (20% of total works under AF) can be held in January 2019. Bid process for remaining works packages shall be no later than April 2019, meaning that all works contracts shall be signed in April 2019. Two components, PBMC and rural waterways have already been completed and another component RPM is about to complete (95%). However, due to early monsoon (started from early of April 2018) the expected physical target was not possible to achieve. The project has only one working season before the project completion date (April 30, 2019) and still 120 nos. contracts (total 696 nos. contracts) are ongoing. Moreover, the design and supervision consultancy (DSC) teams have not been engaged yet to monitor and supervise the civil works for the extended period of the project which would like to affect the progress as well as the quality of the civil works. To accomplish all physical works in time, the DSC teams need to be on board by early of October 2018. Also, advance mobilization of materials and equipment are recommended by November 2018.
