The BIP comprises coordinated actions by three Ministries (Environment; Science, Technology and Innovation; and Agriculture and Livestock and Food Supply) focused on reducing deforestation in the Cerrado biome. The FIP: CAR Project acts in synergy with ongoing Government efforts and other BIP projects. The Loan Agreement between Federative Republic of Brazil and the Bank, acting as implementing entity of the FIP under the Strategic Climate Fund, became effective on August 18, 2017. Before the project became effective, SFB financed various activities previously planned under this project with counterpart funding. 6/24/2019 Page 1 of 7 The World Bank Implementation Status & Results Report FIP: Environmental regularization of rural lands in the Cerrado of Brazil (P143334) Overall, the Project is helping SFB, State Agencies, and landholders to comply with the new Forest Code mandate of conducting a cadaster of landholdings to be enrolled in the rural environmental cadaster system (SICAR), a national electronic system (big data) for the monitoring of landholdings regarding environmental compliance and for controlling illegal deforestation in permanent protect areas (APPs) and Legal Reserves (RLs). The landholdings’ information registered in the SICAR include: perimeter of the landholding, remnants of native vegetation (RVN), consolidated area, rivers, lakes and springs, Legal Reserve (RL) and areas of permanent preservation (APP). The SICAR is being constantly improved since 2015. The SICAR electronic modules for automated analysis of entries in the CAR are available. The Forest Service is promoting training events and workshops to strengthen the State Agencies capacity and performance. Regarding the cadaster of landholdings, the project is doing well on the registration in selected municipalities. In the project selected municipalities, the first step of the rural environmental cadaster enrollment has already been taken, i.e. registration of 43,000 small landholdings or 86% of the target of the project. Nevertheless, to achieve the Project objectives the following activities are still necessary: registries’ analyses, validation, resolution of data conflicts and inconsistencies; and support forest restoration plans. Thus, the CAR process still needs to be supported to help small landholders to follow the national environmental law and, consequently, enable them to access government rural credit and technical assistance services, which may lead to improvements in land use and natural resource management systems which their livelihood, food security, income, and quality of life mostly rely on. IN00712978 Medium and large landholders - female landholders (Percentage, Custom Supplement) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 10.00 Overall Comments PDO The main reasons for the remarkable numbers of CAR registry (beneficiaries and land area) were a steep decrease in the cost of individual registries, which is allowing the project to expand its scope, competition among contractors who performed the registries, and the improvements in the SICAR (electronic system) which lowered its cost to users and facilized the registering process. Thus, it has been possible to increase the number of municipalities where smallholders are being registered and support activates in Piaui and Bahia in addition to the nine pre-selected States. However, there is still a need for validation of all entries by the state environmental agencies (OEMAs) and for follow-up by farmers and authorities on the obligation to restore illegally degraded (cleared) areas, necessary for full environmental regularization. Both tasks require SICAR technology, manpower, and technical assistance from SFB to State Agencies. Unfortunately, the CAR system (SICAR) does not allow for the registry to identify if the landowner is male or female, and we will not be able to report on "female beneficiary" supplemental indicator.
