The main delays are caused by the Project's financing mechanisms, which do not allow funds to be channeled directly to the provinces, thus delaying some of the planned activities to be carried out by the provinces. There are other delays, such as setting up of the Systematic Tracking of Exchanges in Procurement (STEP) system for Component 2 of the Project and processing the technical assistance for the preparation of the e-books. For these reasons, the Project's implementation status has been downgraded to Moderately Satisfactory. However, if the MoE is able to address these issues in timely manner, the Project can still achieve all of its 2019 KPI and DLI targets. 6/21/2019 Page 1 of 7 The World Bank Implementation Status & Results Report General Education Modernization Project (P163714) To address the challenges of the funds flow to the Provinces, the Government of Sri Lanka (GoSL) has suggested that the flow of General Education Modernization Project (GEM) funds to the provinces follows the same process as funds from the GoSL consolidated funds. Government transfers to the provinces under this process are budgeted in the Ministry in charge of Provincial Councils. This ministry, currently designated as the Ministry of Internal and Home Affairs and Provincial Councils and Local Government (MIHAPCLG) will then be responsible for the oversight of the budget related activities of the provinces for the GEM, including procurement, financial management, environmental safeguards, and social safeguards. The oversight of the compliance of the provincial education authorities with the overall national program under which the GEM is implemented will be the responsibility of the MoE. The official request for restructuring is awaited from GoSL. Once the official restructuring request is received, the Bank will formally initiate the restructuring though the Operations Portal.
