Overall, there are clear indications that the project will achieve its development objectives. Under the Infrastructure Component, about 467 km of rural roads are being rehabilitated and maintained in four contracts awarded in March 2011 and valued at $49.7 million. The contracts are based on a relatively innovative long-term performance-based approach, thereby contributing towards the institutionalization of road maintenance in Kaduna State. Although RAMP has about three years to completion (December 31, 2014), positive economic impacts are already being manifested, with some beneficiary communities reporting an increase in the market price of their agricultural produce and a reduction in the cost of transportation. 2. Also under Institutional Strengthening component, construction and rehabilitation of 144 culverts, drifts and bridges through six contracts at a combined cost of about $9.6 million Page 1 of 9 The World Bank Report No: ISR5607 commenced in August, 2009 and is progressing well. On average these contracts are at 75% completion, implying that over 100 structures are already providing access to the beneficiary communities. Despite some implementation delays, it was estimated that all the river crossing contracts will be completed by March 31, 2012. 3. Personnel related capacity building efforts and some initial road management studies under the Institutional Strengthening component continued satisfactorily however some key Public Disclosure Copy studies under this component were lagging behind because the State had opted to focus its attention on full commencement of the infrastructure component. The Road Reclassification Study has been completed while the Road Sector Reform Study aimed at enhancing efficiency in the performance of KAPWA (the state road maintenance agency in Kaduna) is scheduled to commence after June 30, 2012. 4. Disbursement has been slow but it is expected to improve. By December 30, 2011, 33% of the $60.0 million IDA credit had been disbursed. However, the award of the previously delayed road rehabilitation and maintenance contracts pushed commitment to 95% of the credit and with a steady progress of the civil works contracts, disbursement is expected to rise sharply in the next fifteen months. It is estimated that by March 2013 when all the initial road rehabilitation work is completed as required in the performance based contracts, at least two thirds of the credit would have been disbursed. Beyond March 2013, the project will mainly support the road maintenance aspect of the performance-based contracts.
