Major works have been fully completed pending only the completion of improved road safety elements (traffic signs, marking and lighting) on 8 additional roads and the last local roads tender which as of November 2015 had a 95% physical progress. PESR foresees to complete all contracts in time for project closing. 10/5/2019 Page 1 of 6 The World Bank Implementation Status & Results Report National and Regional Roads Rehabilitation (P148023) The team's assessment is that the PDO, will be achieved, because (i) PESR has managed to complete rehabilitations of roads which improve connectivity and (ii) PESR has modernized its operations and developed capacity to include an emphasis of road safety and climate resilience. Project Results. In addition to the PDO results indicators being met, the Intermediate Outcome Indicators included in the results framework have been achieved: (i) 287 km of roads were rehabilitated; (ii) 87% of the network is in good and fair condition; (iii) road safety design audit guidelines were prepared; (iv) climate resilience guidelines were prepared; (v) 4,000km of the road network was surveyed for road safety (iRAP); (vi) five year rolling program for national and regional roads preservation works was prepared based on RAMS; (vii) annual performance report was prepared and published. The beneficiary surveys which will provide data on satisfaction and final direct beneficiary count will be available for the ICR. Additionally, 11 landslides along the network were reconstructed and fortified; 8 black spots were improved and recommendations from road safety audits carried out on the first round of 12 roads were implemented. A cornerstone of the project has been the effort to help transform PESR in a network manager that is guided by cost-efficiency in the preservation and management of the road assets and is capable to have a wholistic approach to road management, which includes safety and resilience. These aspects are critical for the sustainability of network investment. PESR’s road planning and maintenance capacity was increased by equipping it with tools and human capacity to integrate road safety and climate resilience factors. PESR has enriched its road asset management system with data on network safety (compiled through the iRAP survey), enabled the system to also consider climate risks (though the addition of data on flooding and landslide risks to the RAMS), while the installation of new traffic counters on the network enables PESR to improve traffic data collection. Internal procedures in PESR have been updated to include details on the requirements how to consider road safety and resilience in planning processes and all internal guidance documents have been developed. Extensive capacity building, including on-the-job training for relevant staff was carried out for road safety audits and inspections and resilience. The project also supported capacity building activities to include the private sector, as PESR depends on their services for design, construction and maintenance.
