The Project Development Objective (PDO) is to increase access to demand-led skills training and build the foundations for a demand-led skills development system in Sierra Leone. 10/22/2019 Page 1 of 6 The World Bank Implementation Status & Results Report Sierra Leone Skills Development Project (P163723) Overall Progress. The implementation support mission was carried out from July 22-24 and August 14 and 29, 2019. The six-month activities plan, and budget have been updated by the Ministry of Technical and Higher Education (MTHE) and Project Fiduciary Management Unit (PFMU) of the Ministry of Finance and approved by the World Bank. Progress has been made but there is still delay in key project activities such as the establishment of the Skills Development Fund (SDF) Secretariat and the development of a TVET data platform. The disbursement rate of the project is low at 2 percent. This is largely due to the significant delay in hiring the service provider for the SDF Secretariat. Due to the delay in project implementation and low disbursement, overall project implementation progress is rated Moderately Satisfactory. Progress toward achievement of PDO is also rated Moderately Satisfactory. Only the target (for this stage in the project life) for one of the three PDO-level indicators has been achieved. Preparation related to PDO-level indicator 3 (number of TVET programs conducting pilot accreditation with industries participation) has been initiated – meeting the target for this stage. The SDF Secretariat is not in place yet; PDO-level indicator 1 which is to be measured after the SDF grant is given (number of people having successfully completed demand-led skills upgrading program) cannot be measured yet. With regards to PDO-level indicator 2 (The skills information system operational with increased number of TVET providers reporting annual data on students, teachers, training programs and facilities), questionnaires for data collection have been developed but data collection has not been completed yet. Mitigation measures to rectify the delays have been discussed and agreed with the World Bank. It is expected that the project will pick up speed considerably and disbursed further in the next six months after the SDF Secretariat is in place. Year 1 targets for all seven intermediate results indicators have been achieved. Project Results Framework (RF). The mission confirmed that the project target values for one PDO-level indicator and four intermediate results indicators had not been determined at appraisal. The Task Team and the Government of Sierra Leone discussed and set the targets for these indicators. The updated RF has been recorded in the Aide-Memoire as well as the World Bank’s internal operations portal.
