The PATI program provided temporary support to the urban vulnerable poor during times of crisis and, as per the impact evaluation, the monthly income for labor one year after their participation in the program increased by 32% and the participants felt better prepared to find employment. The evaluation also demonstrated a reduction in the percentage of extremely poor households in the Program from 46% to 36% one year after participating in the Program. The labor intermediation services extended their coverage through employment offices and mobile kiosks at the national level and the services were upgraded with trained personnel, equipped employment offices, and new services such as labor counseling and orientation and the implementation of psychometric tests to identify skills and aptitudes for adequate job allocation. The institutional capacity in the sector to develop an integrated social protection system was strengthened. The implementing agencies developed tools and systems for targeting of beneficiaries. In addition, based on the use of program evaluations enhanced social program designs such as Comunidades Solidarias and Paquete Escolar. The Comunidades Solidarias Program was improved to include nutrition education in the health responsibility, and the Paquetes Escolar Program was expanded to benefit students in secondary school. Finally, under the leadership of the Technical Secretary of Planning of the Presidency, the first Social Protection and Development Law was passed almost unanimously by the Salvadorean National Assembly. Component 1: Support to the Design and Implementation of the Temporary Income Support Program (PATI). As of July 2016, PATI covered 47,787 participants vulnerable urban poor living in 33 municipalities (includes 331 participants from the eight and last round) which received temporary income support in exchange of their participation in the training and community projects. Around 71 percent of participants are women, 84% have not completed basic education, and a third of participants are youth (16-24 years). The Salvadoran Institute for Occupational Training (INSAFORP), in charge of providing training courses, made important advances in adapting their curricula to serve the urban poor in articulation with the Social Protection System, and by complementing technical training with a job seeking module, in close coordination with the Ministry of Labor (MTPS). PATI's impact evaluation has indicated that the Program is positively affecting job readiness, with higher effects among youth and women. The Social Investment Fund for Local Development (FISDL) finalized the implementation of the seventh round of the Temporary Income Support Program (PATI) that involved 1,771 participants living in six of the country’s most violent municipalities, was focused on participants between 16-40 years old, and involved a coordinated effort with the Ministry of Justice and Security. This round sought to improve social cohesion and promote violence prevention in the participating communities. A qualitative assessment was carried out for the seventh training round. By the end of the round the assessment indicated some notable changes: i) stronger participant ownership of their communities, ii) augmented trust in institutions such as the municipality and the police, and (iii) higher prevalence of respect and mutual understanding as important aspects of living in a community. An 8th and final round of PATI focused on youth (16-29 yrs old) is currently being carried out. Some design changes were introduced to this round stemming from recommendations of the Impact Evaluation and qualitative assessments such as increasing the depth and length of the training from 80 to 160 hours, particularly in the soft skills and labor orientation module. This round is taking place in 3 selected municipalities (Santa Ana, San Miguel and Soyapango) to support the first phase of the implementation of the National Program for Youth Employment and Employability –“JovenEs con Todo’’- (PJET) launched by the President in February 2016. PJET is a flagship program of the Government established as a core component of the Five Year Government Plan, which seeks to improve employment opportunities for youth through improved income generation and employability. Component 2: Strengthening of labor intermediation, information, and occupational training systems. After overcoming delays faced during the first two years of implementation due to changes in authorities, technical teams and weak capacity, as of July 2016, MTPS made important advances toward the achievements of the Project’s objectives. Forty nine employment offices at the national level are staffed, equipped and operating and provide intermediation labor services. Among these offices, twenty five are operating in agreement with the municipalities. Along with mobile kiosks, the employment offices served around 200,000 individuals through the National Registry of Employment (RNE). Given changes in municipal authorities the opening of new offices has been delayed, restraining further expansion. MTPS launched the on-line Jobs Portal and constituted the National System of Employment (composed of public institutions) to establish a framework of articulation in promoting employment and employability. Furthermore, a central Job Counseling Office was inaugurated and is comprised of trained professionals; and clients will have access to psychometric tests for better counseling. Finally, the Labor Market Observatory under the Direction of Social Provision is operating, and generating material for decision making (i.e, 39 bulletins, and 9 labor market studies). In terms of its involvement in PATI, MTPS has continued to provide labor market orientation in the last eight rounds of PATI training. In the last year and a half (2015-2016) 66 employment fares were carried out for a total aggregate of 227 job fairs by project closing. Component 3: Support the design and development of the Universal Social Protection System (SPSU). This Component made advancements, particularly with regard to the institutional strengthening of the Technical Secretariat of Planning of the Presidency (STPP), the development of the SPSU strategy, the establishment and on-going enhancement of the Unique Registry of Participants (RUP), and the evaluation of key social programs (PATI, social pensions, community health services, school uniforms). With regard to the development of RUP, STP has completed socio economic data collection in 71 municipalities. To increase the interoperability of the different data bases of the programs and integrate them to the RUP, STTP signed agreements with the Ministry of Economy (subsidy registry), Ministry of Health (health registry) Social Fund for Local Development (FISDL-PATI Program, National Registry of Population (RNP) and Ministry of Agriculture (MAG). The Project has kept its strong disbursement performance and was restructured to carry out remaining activities and support the design of the first phase of implementation for the JovenEs con Todo Program. The closing date was extended to August 2016. As of July 2016, 98% percent of funds have been disbursed, with a remaining US$ 1.09 million pending out of a total of US$50 million The remaining funds are mostly allocated to finance the 8th and last employment training round and strengthening employment offices. This shorfall is explained by the difficulties faced by youth participants in reaching the required attendance to training programs in municipalities with high levels of crime and violence as territorial mobility is more limited in those municipalities. The implementation team has been discussing remedial measures that could facilitate training completion for those with high attendance but short of the required one (70% of classes). This is particularly evident in the 6-8th training rounds where completion rate decreased. In addition, the timing of peak temporary works (i.e. first and last quarter of the year) that coincided with the training periods could have affected the completion rate.
