Main activities under component B and C have been completed. However, there has been no significant progress made under the civil works contracts under component A since the last mission in April 2018. The reasons for slowness are difficulties in resettlement and Budget Allocation and Medium Term Public Investment Plan 2016- 2020 (MTIP). 1. Continued delays in resettlement especially in An Duong district, and the resultant slow progress of five civil works contracts have been observed. Inadequate budget allocation for the project has also caused slow progress of works. As the current MTIP allocation for the project has been fully used up, consequently, no further payments can be made to the contractors including the outstanding amount of VND 33 billion as of October 25, 2018. Haiphong city is requested to allocate sufficient budget to pay the outstanding claims from contractors as soon as possible to prevent further delays in works and potential demobilization of contractors. In addition, the project needs about VND 900 billion from now until completion, only VND 656 billion will be allocated to the project under MTIP 2016-2020. The city is requested to propose the allocation of the remaining VND 244 billion to ensure timely implementation and completion. 3. The city has provided subsidy to the bus route No.2 operation. However, the M&E report reveals that bus ridership has steadily decreased and now is below the ridership before Project implementation due to various reasons. The Bank advised that together with various measures, priority to bus operation should be given to enhance the public transport improvement and development.
