There is in total an underutilization of nearly US$ 24 million from the original credit and the additional finance. Activities envisaged under additional finance for Binh Duong are progressing with some delays in procurement. MOC has mobilized consultant to prepare Feasibility Study for Mekong Regional Water Security Project. Beneficiary satisfaction. A survey on customers satisfaction has been carried out by Mabutip in 2017 for original sub-projects using the same methodology that has been conducted at project start in 2014. The survey’s results indicated positive progress in water supply sub-projects, the rate of satisfaction at project end reached 91.7% against 84.6% at project start and surpassed the intended rate set as 90%. In wastewater sub-projects the rate of satisfaction at project end was only 43.9% against 60.4% at project start and much lower than the desired rate as 70%. The reduction in satisfaction in wastewater sub-projects is attributed to: (i) improvements in drainage and wastewater service was not easily recognized by communities and households, (ii) slow progress during project implementation, especially in construction of service networks and house connections, and (iii) construction of service networks and house connections requiring a lot of works to be done in very densely populated areas and even within each house which caused disruptions and inconveniences. Debit ceiling constrains accentuated the above problems. It is critical for MOC and other provinces to incorporate lessons learned in future projects and ensure the provision of effective programs for information campaigns activities prior commencement of construction.
