The ongoing activities are related to the recruitment of a consultant to create the database on natural resources (which would have a specific window on elephant populations and human-elephant conflict, HEC), the procurement of equipment for establishing a lab specializing in the traceability of ivory, and the development of an international 3/18/2019 Page 1 of 11 Public Disclosure Copy The World Bank Implementation Status & Results Report Wildlife and human-elephant conflicts management in the South of Gabon (P157249) network of laboratory experts. The activities pending to be launched include the trainings on judicial proceedings, interrogation and analysis relating to elephant poaching and ivory trafficking. The mission agreed to finalize or launch the remaining activities by end-November 2019. Component 2 (Support for integrated landscape management and local community participation): This is the most advanced component with several activities achieved and ongoing. The project has finalized the recruitment of all eco-guards (45) is conducting its annual anti-poaching operations (having first procured the necessary equipment and conducted the associated trainings). In addition, the project has been holding bi- annual meetings Local Management Consultative Committees to raise awareness about the project and the management of the HEC. The activities currently ongoing (or not yet launched) relate mostly to the construction of infrastructure to support accessibility and surveillance of the national parks, and electric barriers to help mitigate HEC. The mission agreed to finalize or launch the remaining activities by end-November 2019. Component 3 (Border Surveillance): to date, two joint patrol planning workshops have been organized, a surveillance vehicle has been acquired for the mobile Brigade and their patrol surveillance missions are regularly carried out. The acquisition of a motorized boat dedicated to cross-border surveillance is underway as well as the construction of the Doussala surveillance antenna. As explained previously, the Ndindi antenna was not constructed because of access difficulties. This activity was therefore canceled and its budget re-allocated to the rehabilitation works of the Moukalaba-Doudkou and Waka roads (Component 2). In addition, the annual joint patrol planning workshops between Gabon and the Republic of Congo, expected to be organized by each country on a rotating basis, is challenged by a lack of funding from the Congolese side. In case this lack of funding persists, it was agreed to carry out the join patrol planning by other means of communication (i.e., email exchanges), while continuing the patrols on the Gabonese side. The project's mid-term review will review Component 3 as necessary, in the event that these other modes of communication for joint planning do not lead to satisfactory results. Hence, results need to be interpreted with caution. On indicator 2 (human-elephant conflicts - HEC), the project is conducting an investigation to verify the validity of the registered complaints. In 2016, the victims of human-elephant conflicts were compensated by the government. Following this compensation, the number of complaints significantly increased. It could be that there is a correlation between this compensation and the increase in complaints. This is expected by end-March 2019 as per new action plan agreed in this ISR. On indicator 3, activities have been launched and are in progress but no results are registered as of yet. On indicator 4, the satisfaction of the beneficiaries will be assessed after the completion of the project interventions for the benefit of the communities and the surveys to be carried out at the end of the year 2019. For now, the survey protocol has already been developed and validated.
