The March-April 2013 mission was the first full-fledged implementation support mission since May 2012, and followed a brief mission fielded by the Bank in January 2013. To date, data on the progress of the Project Development Objective (PDO) indicators is incomplete and delayed; hence, an assessment on overall progress towards the PDO will be made once this data is available. SEcond, it was agreed that the HEC would accelerate implementation and submit the relevant documentary evidence by the end of May 2013. Second, it was agreed thatthe Project would be restructured to address implementation issues. Third, the budget shortfall is affecting not only the overall implementation of the Program but also the achievement of several DLIs ,which require substantial resources . It was agreed that the HEC and the MOF to discuss progress of the project to address the achievement of DLI1.
