Since then, despite the disruption posed by the general election held in the country between February and March, 2019, the majority of essential steps towards declaring project effectiveness have been completed. The Financing Agreement between the Government of Nigeria and IDA was signed on February 12, 2019. Subsequently, on April 3rd, 2019 the NEP team received the Legal Opinion of the Attorney-General of Nigeria, which authorized and ratified the Project. The NEP team has also received and reviewed the Project Implementation Manual (PIM), and a non-objection for its use has been issued. As part of the final steps towards declaring effectiveness, the NEP team is working with the Government to arrange the signing of the Subsidiary Agreements and obtain the Legal Opinion for this Agreement. The NEP team is expecting the request for first withdrawal of funds by Q3, 2019. 4/25/2019 Page 1 of 7 The World Bank Implementation Status & Results Report Nigeria Electrification Project (P161885) In parallel to advancing toward effectiveness, the soft launch of private sector-focused Components 1 and 2 took place on April 15 and 16, 2019. The program can now receive performance based grant funding requests under the project from the private sector participants. The workshop attracted 500+ attendees, representing over 150 different entities and organizations, including 20 private lenders and 5 donor partners. In addition, essential analytical work, recruitment and training of PMU staff, and procurement for key contracts (Grants Administrator and Independent Verification Agency under Components 1 and 2; and Front-End Engineering Design, Environmental and Social Impact Assessment and Sustainability Plan under Component 3) are all progressing, albeit with some delays of a few months compared with the original timetable (see attached AM and MAL).
