The structure of the regional meeting accordingly shifted from sharing the status, issues, and lessons learned from ACE centers in general to having focused discussions on specific 2/6/2019 Page 1 of 8 The World Bank Implementation Status & Results Report Eastern and Southern Africa Higher Education Centers of Excellence (P151847) technical themes with international experts including on accreditation, verification of results and related cash flow, strategies to improve quality of programs/accreditation, enrollment of regional students, and the governance issues. The new structure of the meeting enabled ACEs to have in- depth discussions on key issues. ACE overall made a progress in key areas. The independent verifier is now on board and has undertaken a round of verification of results. The university benchmarking and tracer study initiative was started in October, 2018. This initiative is expected to provide African universities with insights on the quality of their programs to consider how they can improve in the future. In addition, enrollment of both regional and national students into Masters and PhD program has been mostly exceeding the target, more so for PhD program while the target for female enrollment has not yet met. The number of accredited program has also increased. Yet, since almost all of them are accredited nationally and not internationally, further support will be provided to achieve international accreditation. Several capacity building and knowledge sharing events have been organized for the ACEs. Three workshops and/or study tours were organized in the last nine months including (i) a workshop in Zambia to brainstorm on common challenges faced by the ACEs to improve the quality of their programs, (ii) develop capacity of ACEs by sharing knowledge among themselves and providing operational support, and (iii) oversee the progress of implementation of the project, (iv) a visit to Japan for selected ACEs to build partnerships with Japanese academic institutions and private industries; and (v) a study our to Germany of 5 ACEs. Next regional meeting in May 2019 was supposed to be in Malawi, however, due to an upcoming election and mission suspension, the location may have to be changed. While the issues to be covered in the next meeting are still under discussion, partnership and DLI discussions will be included. More partnership development may be needed to increase to opportunity of such exchanges. As the independent verifier was hired, a beneficiary satisfaction survey has finally started and the data finally became available for this indicator. Due to a delay in hiring of the independent verifier, the process of verification was still at the nascent stage. Thus, the timely verification of DLIs was not achieved. However, the team has clarified the verification process and continuous support for ACEs will help achieve the timely verification of DLIs for ACEs.
