                    Supplemental Contribution to the Restated and Amended Administration
                    Agreement between the Royal Ministry of Foreign Affairs of the Kingdom
                    of Norway and the International Bank for Reconstruction and
                    Development and International Development Association concerning the
                    Donor Funded Staffing Program (TF052656)

            Dear Mr. Brevik:

            1.      We refer to the Restated and Amended Administration Agreement between the
            Royal Ministry of Foreign Affairs of the Kingdom of Norway (the “Donor”) and the
            International Bank for Reconstruction and Development and the International
            Development Association (collectively, the “Bank”), concerning the Donor Funded
            Staffing Program (TF052656) (the “Trust Fund”), effective as of November 21, 2011, as
            amended (the “Agreement”).

            2.     We are pleased to acknowledge, on behalf of the Bank, the intention of the Donor
            to make a supplemental contribution to the Trust Fund in the amount of one hundred thirty
            thousand one hundred eighty-nine United States Dollars and eighty-seven cents
            (US$130,189.87) (the “Supplemental Contribution”).

            3.      The Bank acknowledges receipt from the Donor of the Supplemental Contribution
            for the Trust Fund on December 5, 2018. The Donor hereby authorizes the Bank to transfer
            the said amount to the Trust Fund promptly following countersignature of this Amendment.

            5.      All other terms and conditions of the Agreement shall remain the same.

            6.      The Bank will disclose this Amendment and related information on this Trust Fund
            in accordance with the Bank’s Policy on Access to Information. By entering into this
            Amendment, the Donor consents to disclosure of this Amendment and related information
            on this Trust Fund.

7.      Please confirm your agreement with the foregoing, on behalf of the Donor, by
signing and dating two originals, retaining one original for your records and returning the
other original to the Bank. Upon receipt by the Bank of the original countersigned by you,
this Amendment will become effective as of the date of the countersignature.
