No II. SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES The original project was approved on June 1, 2010 and closed on December 31, 2017, 100% disbursed. The Additional Financing (AF) in amount of approx. US$50 million was approved on November 6, 2015 with a closing date of December 31, 2019. As of January 15, 2019, the AF has disbursed at 59% which makes the overall project disbursement rate 80%. To date US$20.34 million remain undisbursed whileUS$19.5 million are available. Progress towards achievement of the PDO and the overall implementation progress are rated Satisfactory. Throughout project implementation, the PDO and components were not changed and will not be modified under this restructuring. Financial Management, Procurement, Monitoring and Evaluation as well as Project management are rated Satisfactory. The project overall risk and overall safeguards rating remain at Moderate and Substantial respectively. As stated in the financing agreement for the AF, the Government was responsible for financing 25% of the works contracts values estimated at approx. US$ 13.5 million. As of January 15, 2019, the Government of Senegal has paid out approx. US$5.5 million and thus a balance of US$8 million of which US$2 million overdue is needed. At less than 12 months to project closing, the required counterpart funds are not accessible and will not likely be in light of the constrained fiscal situation faced by the country. It is therefore urgent to ensure that these works already contracted are fully financed and completed before closing date. In light of the urgency for completing the works to attain the objectives of this project and the unavailability of government funds, this restructuring is seeking authorization to cover 100% of the remaining works contracts. Remaining IDA funds are able to cover the funding gap thanks to savings from the works contracts and the transfer of BRT- related activities to the BRT project. These BRT activities were in addition to those originally planned which have been successfully completed and their transfer to the BRT project would not affected the PATMUR project PDO or activities. With the remaining revised activities and assuming that all works are 100% financed by IDA funds, the project should disbursed at 96% by the end of the project. III.
