Under Component 1, which supports the reduction of flood impacts in Muang Xay, the design and supervision consultant for the urban flood risk improvements is progressing as scheduled. Under Component 2, which enhances the Government’s capacity to provide hydro-meteorological services, a number of key consultancies for hydrometeorological services improvement have been mobilized. 4/25/2019 Page 1 of 6 The World Bank Implementation Status & Results Report Lao PDR Southeast Asia Disaster Risk Management Project (P160930) Under Component 3, which enhance the Government’s capacity for disaster response, Lao PDR, together with Cambodia, Myanmar, Indonesia, Singapore, and Japan, signed an MOU for the establishment of SEADRIF on December 14, 2018 at the margin of the ASEAN+3 Deputies’ Meeting. By signing the MoU, the signatory countries agreed to set up SEADRIF as a Trust in Singapore as a political governing body providing strategic directions. Sub-Trusts will be established under the SEADRIF Trust to govern specific initiatives such as the cat risk pool for Lao PDR and Myanmar. The GOL has access to a near real time flood risk model which is developed under SEADRIF for the proposed cat risk pool for Lao PDR, Myanmar and potentially Cambodia. Capacity was developed through an ongoing intensive dialogue on sovereign risk insurance. The next step will be to offer to the Government an insurance policy which can be evaluated. This would be achieved by fully establishing a SEADRIF company, which has an insurance product available that is offered to Lao PDR.
