The project runs between 2010 and 2013, and the current funding partners are the World Bank (International Development Agency - IDA - 2 million) and the Agence Francaise de Developpement (AFD, Euro 5 million). Project implementation is progressing well with 100% commitment of the IDA allocation and 85% commitment of the AFD allocation. Most of the recommended actions from the October 2011 mission have been achieved. The project continues its targeting of marginalized population groups and marginalized geographical areas (reaching a total of 37,841 beneficiaries) and integrates community/beneficiary participation in all of its funded sub-projects. Through the use of beneficiary score cards and satisfaction surveys, the project Page 1 of 8 The World Bank Report No: ISR6446 made further progress in operationalizing social accountability activities, as emphasized in the Bank's Regional strategy. The project also continued and further expanded the interaction between NGOs and the Palestinian Authority. Improved MTR Recommendations: The services can be measured a NDC uses the PAD definition time after the beneficiaries for vulnerable groups, incl. started to receive the service. socially, economically, and geographically marginalized groups, using the terms marginalized and vulnerable interchangeably; PAD define poor as governorates with high levels of poverty according to the PCBS., and NDC works in the relatively poor governorates, e.g. Hebron, Northern and Southern Gaza. NDC measuresthis indicator Public Disclosure Copy against all grant types. In Year 1 “Improved refers to any NGO sub-projects implemented, as the community score cards have yet to reveal beneficiaries’ perception of improvements. Main Recommendation: To provide a quantitative measurement, update baseline as 0% Page 2 of 8 The World Bank Report No: ISR6446 Percentage of recipient NGOs implementing Text Value 6% 60% 75% accountability and transparency standards as Date 21-Feb-2011 14-Jun-2012 30-Jun-2013 defined in the Code of Conduct Comments TBD at evaluation of NGOs This will be updated through Public Disclosure Copy signing on to the Code of the Semi Annual Report (Jan- Conduct. TA signing June 2012) expected early ceremony and information July 2012. NDC developed sessions took place in the checklists for minimum West Bank on 21/2/2011 and standards required for NGOs in Gaza on 14/3/2011. to be considered applying good Code of Conduct standards using the Organizational Capacity Assessment Tool (OCAT). However, baseline and Y1 actual are the same as no changes occurred so far in evaluated NGOs Main recommendation: 1. The NDC has added “good governance to the indicator text. To confirm this change, restructuring may be required. 2. NDC has revised the yearly targets proposed in the PAD. The Mid Term Beneficiary Assessment for Component 1 would inform if this is still needed or whether original (PAD) targets should be maintained. Mobilization of new funding sources for Text Value USD 8 million 0 USD 10 million financing social service delivery by NDC Date 01-Oct-2010 14-Jun-2012 30-Jun-2013 Comments Indicator will be removed Public Disclosure Copy through simple (level-2) restructuring, as its design and meeting targets is beyond NDC's control and influenced by the unforeseen financial crisis that curbed some donors funding as well as the Arab Spring which promotes donors inclination Page 3 of 8 The World Bank Report No: ISR6446 for a direct interaction with specific NGOs Intermediate Results Indicators Public Disclosure Copy Indicator Name Core Unit of Measure Baseline Current End Target Component 1: Empowerment Grants: Text Value 66% 74% Was 30% Percentage of beneficiaries of NGO sub- Date 04-Dec-2010 14-Jun-2012 30-Jun-2013 projects live in localities isolated by the wall, Comments TBD - data included in the NDC expanded indicator Area C orEast Jerusalem proposals and verified by measurement to include Program Officer during Gaza. During project appraisal implementation, yearly targets and end-project target were changed from 30% to 70% based on assumption that baseline calculated during implementation was higher than original targets. As project only funds a finite number of subprojects, indicator can be reported as “achieved once all subproject have been selected, and thus yearly progress measurement becomes obsolete. MTR mission noted that baselines should be 0%. Main recommendations and agreement withClient: 1.To provide a quantitative measurement, update Baseline as 0%. 2. It is recommended to keep target percentage in the indicator as Public Disclosure Copy original (30%); 3. Omit NDC’s additions of Gaza to original indicator list, and recalculate yearly actuals to focus only on original PAD-specified locations. Component 1: Empowerment Grants: Text Value 26% N/A yet 30% percentage of sub-projects with at least 10% Date 04-Dec-2010 14-Jun-2012 30-Jun-2013 NGO contribution of overall project costs Comments TBD - data included in the Will be reported upon NGO proposals and verified by subproject completion. NDC Page 4 of 8 The World Bank Report No: ISR6446 Program Officer during proposes to revise community appraisal contributions to 5 % as small CBOs, targeted by mentoring & innovation grants, are Public Disclosure Copy unable to meet the 10% contributions. Y 1 actual is calculated based on 5% and more NGO contribution. Main recommendations: This is a valid concern - confirming this change may require restructuring. MTR mission recommends restoring it to the 10% PAD values. Component 2: Code of Conduct Text Value 13% N/A yet 90% Implementation: At least 90% of NGOs Date 15-Feb-2011 14-Jun-2012 30-Jun-2013 receiving training in the Code of Conduct make Comments Date of signing ceremony and This will be reported on upon their annual financial statements public information session sub-project completion. As Coaching and Technical Assistance only started in September 2011, no progress can yet be calculated. While NDC believes this target will be met, a concern is that Gaza NGOs are reluctant to make their financial statements public. Main recommendation: 1. To update baseline to 0%, based on fact that 0% of NGOs received training on code prior to project. 2 Once this indicator is updated, NDC may wish to disaggregate the Public Disclosure Copy overall percentage by West Bank, and Gaza (i.e. one overall; one for West Bank, and one for Gaza) Component 2: Code of Conduct Text Value 0% 60% Implementation - Percentage of NGOs Date ?? 14-Jun-2012 30-Jun-2013 implementing good governance standards as Comments TBD at evaluation of NGOs Updates will be available defined in the code of conduct through SAR (Jan-June 2012) Page 5 of 8 The World Bank Report No: ISR6446 signing on to the code of in early July 2012. NDC uses conduct OCAT tool for assessing 30 NGOs. Baseline is 0% because none of the target Public Disclosure Copy NGOs has been implementing all good governance standards in the code of conduct. Y1 actual value was not available due to delay in Coaching and Technical Assistance activities. NDC anticipates the 60% target to be achievable by Project end. Main Recommendation: NDC should update progress based on findings of the Mid Term Assessment and report in SAR in early July 2012. Component 3: Monitoring and Evaluation: Text Value 94% N/A yet 70% Percentage of NGOs receiving support from Date 24-Mar-2011 14-Jun-2012 30-Jun-2013 NDC rate its services satisfactory Comments Baseline is higher than target, Updates available in next when the rating that was NGO quarterly report, received from the NGOs, it delivered by end-June 2012. was 94% (50% of the NGOs Indicator relates only to rated NDC services as Empowerment Grants - satisfactory, and 44% rated its periodicassessments of NDC services as Highly performance are obtained Satisfactory) through periodic reporting by NGOs. During baseline survey, majority of NGOs were largely satisfied with NDC performance; hence baseline is higher than yearly targets specified in PAD. Main Public Disclosure Copy Recommendation: 1. To provideaquantitative measurement, update baseline to 0%, also based on fact that 0% of NGOs are able to rate NDC before the project started.2 MTR mission recommends keeping original PAD targets – NDC then reports that this indicator is Page 6 of 8 The World Bank Report No: ISR6446 over achieved and provides abovejustification for the high baselines.
