Although most component activities are under implementation, few have been completed to deliver tangible results on the ground. Many of the agreed actions from the last mission’s Aide Memoire to accelerate implementation have not been completed. Timely acquittal of funds from the communities back to the Project Management Unit (PMU), sign-off of acquitted funds and processing of withdrawal applications remain problems that affect the project cash flow and has severely slow downed implementation in spite of increasing the ceiling amount of the designated account. To upgrade this rating, project implementation needs to be accelerated through the following key steps: (i) immediately clearing the backlog of all in-acquitted community sub-projects funds; (ii) urgently recruiting a PMU procurement officer; (iii) strengthening project management practices, including improving budget processes and regular team meetings; (iv) adopting a centralized procurement approach to support community procurement of goods through bulk, extended term contracts. However, it is too broad, and needs to be distilled down to several tangible activities that the project can support. MECDM will need to prepare a clear, brief, roadmap from the framework, identifying the elements (including training) that add value, can be achieved, and can be afforded within the remaining project timeframe. In the meantime works on establishing a fiber link between the ICTSU data center and divisions within MECDM have began.
