The project is funded by the Trust Fund for Statistical Capacity Building (TFSCB) and aims to support the Government of Peru to strengthen its ability to conduct well-informed policy decisions, and to the Peruvian economic and social actors to count on accurate and timely economic and social indicators that reflect the country’s situation and evolution over time. The Project includes three components: Component 1: Support the development of the 2018-2022 National Strategic Plan of Statistical Development; Component 2: Develop and Consolidate National Accounts; and Component 3: Project Administration. The components financed by this trust fund (TF) support the National Statistics and Informatics Office (INEI) to develop the National Strategic Plan of Statistical Development 2018-2022 for Peru, and to take steps to elevate the standards for the integration of data from administrative registries for statistical purposes; the production of more timely and complete national accounts, and the production of statistical information relevant to Peru’s engagement with the OECD. The INEI is funding part of the activity (about US$ 103, 400), with US$ 299,295 funded by the TFSCB resources. The Project has disbursed 92% of TFSCB resources and is rated Satisfactory in progress towards achievement of the project development objective (PDO) and in overall Implementation Progress (IP) in the latest Implementation Status and Results Report (ISR). The World Bank PE - Building Higher Standards for the National Statistical System () Status of Key Activities under Components: 2. Component 1: Three consultants were selected through a competitive process to deliver the planned trainings under this component. The HECRA training took place between September 2-6 with the participation from 65 government officials from various institutions. A satisfaction survey was conducted by INEI with regards to the training provided, with 93% of participants rating the training as excellent or very good. In addition, a workshop/capacity building on Big Data for administrative records was conducted in March 2020. INEI is proceeding with preparing the final reports of the various activities under this component. 3. Component 2: The component has advanced at a satisfactory pace, working on the development and consolidation of national accounts to strengthen the measurement of macroeconomic aggregates. Four analysts and one computer scientist were hired to carry out the activity of integrating information sources and statistical methods. 4. Component 3: The General Comptroller office (CGR) is responsible for the process and selection of the private audit firm. The World Bank provided No Objection to the audit terms of reference. INEI provided the necessary documents and the CGR, exceptionally and to speed up the process, authorized the PIU to conduct the hiring process. The selection process has concluded, and it is only pending the signature of the audit contract between INEI and the auditors. This process is one of the ones affected by the COVID-19 crisis measures, given quarantine of public officials. 5. The overall FM risk rating of the project remains Low. A review of the Interim Financial Report (IFR) as of December 31, 2019 was done and found that these (i) have been prepared in accordance with the format agreed with the recipient; (ii) have arrived on time to the Bank; (iii) the information reported as sources of funds received from the Bank reconciled with Bank records for the periods of the reference. In conclusion, the IFR as of December 31, 2019 is satisfactory to the Bank. The World Bank recommended the PIU to review carefully the next IFRs before its submission to the Bank as we found in a previous version of the report some discrepancies that were corrected in a satisfactory manner. II. DESCRIPTION OF PROPOSED CHANGES B. Rationale for Restructuring 6. In light of the current COVID-19 situation, the INEI is not able to finalize the remaining activities under the TFSCB by April 1, 2020. These activities include the hiring of the audit firm, and the final activities and payments. As a result, INEI has requested a one month extension with a new closing date of May 1, 2020. We will maintain close communication with the INEI, given the uncertainty of the situation in Peru, particularly around the length of social distancing measures.
