SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES The World Bank Sector Support for Education Reform Project (P113350) The current closing date of the project is December 31, 2018 after an extension for six months from June 30, 2018 to allow the use of savings and delivery of additional activities to amplify project impact. The project has met key outcome and intermediate indicators. The overall disbursement is $13,88 million or 90%. The Implementation Progress and Project Development Objectives are rated satisfactory. However, the execution of three contracts with Pitambra Books Ltd (India) amounting to 1,639,245.80 Euro for printing of textbooks was suspended by the Ministry of Education and Science (MoES) due to errors found in the textbooks being translated into Russian. The MoES has taken steps to correct the errors by issuing revised manuscripts. The original contract execution schedule must be updated and will go beyond the current project’s closing date, December 31, 2018. The additional time is to ensure the new manuscripts will be printed and shipped from India to the Kyrgyz Republic and distributed to all - schools. To ensure successful completion of the contract the Ministry of Finance (MoF) has requested an extension of the project closing date by 3 months. That is from December 31, 2018, to March 31, 2019. In the request the MoF also requested a revision of the Withdrawal Schedule to allow for 100% financing from the Grant of a remaining undisbursed balance as the Credit has been fully withdrawn including the Project Preparation Facility. The Financing Agreement specifies a split withdrawal schedule of 55% Credit and 45% grant. The progress by components is summarized below: Sub-component 1.1 - Enhanced learning: The project has completed three rounds of training, covering primary teachers, Deputy Directors, Heads of Methodological Units on competency-based curriculum and pedagogy. Education officials trained and certified under this component total 11,789 (103.4%), with 11,400 planned. Sub-component 1.2 - Resources for learning. The project financed the design, printing and distribution of approximately three million textbooks, teacher guides for primary and lower secondary schools and a package of essential teaching-learning materials for primary schools including e-libraries and e-materials. Three more titles of textbooks and teacher guides (Computer Science, Human and Society and Technology) were developed during the project implementation due to the introduction of these subjects into the new curriculum for lower secondary grades. An overall print run of textbooks covering 33 subjects for Grades 5-6 in Kyrgyz, Russian, Uzbek and Tajik languages increased by 15% for schools with the Kyrgyz language of instruction and by 20 % for schools with Russian language of instruction due to the increased number of students. 55 titles of textbooks and teacher guides in Kyrgyz, Russian, Uzbek and Tajik languages with an overall print run 1 768 660 are being delivered to schools. E- libraries and e- learning and teaching materials were designed and are available online through the MES’ website and offline in 60 schools which are serving as centers for dissemination of e-materials to neighboring schools Sub-component 1.3 - Curriculum revision for Grades 5-9. The project supported the design and approval of the new curriculum for Grade 5-9, focusing on the piloting and finalization of subject standards and program content. The new curriculum for Grades 5-9 has been developed and piloted in 56 schools across the country along with the textbooks. 4 580 teachers for lower secondary grades and deputy directors were trained on delivery of the new curriculum countrywide. Sub-component 1.4 - Assessment of learning. The project supported two assessment activities. One is for assessing student learning achievements and the other is to assess teacher practice in classroom. Two rounds of observations of teacher practice in classroom were carried out in 2016 and 2017. The National Sample-Based Assessment at grade 4 The World Bank Sector Support for Education Reform Project (P113350) was carried out in September 2017. The results of the two assessments were analyzed and sheared with all stakeholders. These results will inform the project evaluation and teacher professional development onward. Component 2: Improved management and accountability of school resources. The objective of this component is to increase efficiency in the use of education resources by improving their management and accountability. Training on financial management was completed in 2017 for 2,091school directors, accountants, and rayon education officials on Per Capital Financing (PCF) implementation, school improvement planning, engagement of communities and modalities for completing School Report Card (SRCs) to disclose information on school budget and performance. Component 3: Communications and implementation support. The project supported communications to engage stakeholders and citizens on key reforms and key project activities such as textbooks, per student financing etc. and rallied public support for implementation and wide dissemination of project results. To enhance the participation of parents and school users and build in significant support for citizen engagement to improve school governance, the Bank team partnered with the Social, Urban, Rural and Resilience Global Practice (GSURR), to put in place a parallel project Engaging Communities for Better Schools in the Kyrgyz Republic (P159699) with a Japan Social Development Fund grant. This grant complements the capacity building on the supply side through the development and functionality of 360 Boards of Trustees and the participatory monitoring of school performance in the poorest districts across the country. The purpose of restructuring is to extend the project closing date by six months from December 31, 2018 to June 28, 2019 not March 31, 2019 as per the request to be able to meet any risks of textbooks’ transportation delay from India to the Kyrgyz schools. The proposed extension is to complete the printing and delivery of 49 titles of textbooks and teacher guides in Kyrgyz, Russian, Uzbek and Tajik languages with an overall print run of 1, 562 150 textbooks and amounting to 1, 639 245,8 Euro to allow the schools to implement new curriculum. Should the contract be completed prior to the closing date, the project will be closed accordingly. There is no outstanding audit report for this project. Risk level: The risk associated with extension is low given that all activities apart this contract were completed. A revised delivery schedule agreed with the printing company is expected to complete within this agreed schedule and all expenses are fully covered by the project proceeds. III.
