Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Satisfactory Moderately Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Implementation Status and Key Decisions BESDA Program for Results (PfR): The first disbursement of the PfR component started on December 31, 2018, 18 months after the project was approved by the World Bank’s Board of Executive Directors and 12 months after the project became effective. The disbursement amounted to US$79 million of advance (US$3m for each of the 15 states) and rewards for the prior results achieved (12 states). Verification for the achievement of the prior results for four additional states was submitted by the Federal Ministry of Finance (FMF) in May 2019 and the World Bank provide its no objection. Therefore, an additional US$12m will be disbursed to the Central Bank of Nigeria account, making the total disbursement for the PfR component US$91 million. BESDA Technical Assistance (TA) covers: (i) Universal Basic Education Commission for coordination with states on BESDA implementation; and (ii) Federal Ministry of Education for verification of DLIs, implementation of the National Learning Assessment and Annual School Census. Although the workplans for UBEC and FME TA have been prepared, the funding for the TA was only transferred from the BESDA Federal Dollar account at Central Bank of Nigeria to the Federal Ministry of Education account on April 12, 2019. The most important activity in the FME TA is the implementation of the Nigeria Education Data Survey (NEDS) (household-based) that will be used as verification data for progress on/achievement of DLIs 1 and 3. The NEDS is undertaken by National Population Council (NPopC). A Memorandum of Understanding (MoU) has been signed between Federal Ministry of Finance and NPopC, technical preparation for the NEDS has been initiated and the first advance for the NEDS budget was released on April 25, 2019. The task team discussed and agreed with FME/NPopC the updated workplan for the NEDS 2019, with the data for DLI 1 and 3 result verification expected in October 2019. In addition to the NEDS, FME BESDA team has made significant progress in preparing for the National Learning Assessment for Primary 4 and Junior Secondary 2 in Mathematics, English and Science. With support from World Bank experts in sampling, test development and survey administration, the FME Learning Assessment team has conducted the pilot in 10 primary and 5 JSS schools in Nasarawa states, using tablets for real-time data collection and reporting.
