Weekly team meetings and biweekly videoconferences with the World Bank have contributed to resolving many of the communications issues that had previously been hampering implementation. This is in spite of the elections and government transition, without which further progress could have been made. Having met the 35% disbursement target set in January (albeit with some delay), the focus of the project has now shifted on responding to the lack of counterpart funding. As the project faced the possibility of running out of funds if it continued implementation of its original work plan for the year, the strategy for the future of the project was revisited. As a result, the project will radically focus the usage of remaining funds beyond the concentration on what was agreed to in January. The annual work plan has thus been revised and extended through 2017, and future commitments will only be made for those activities with the clearest linkage to the project's results framework. Progress on project components is as follows: Component 1, Strengthening the capacity of the forestry administration, continues to progress comparatively well against set targets, in particular with respect to the development of computerized management systems for the ministry and training of ministry staff. After initial delays, internet connections have been installed in several Departmental Forestry Directorates, allowing for access to management systems for 50% of decentralized staff so far, with more being imminent. The development of application texts for the forest code was delayed by political events, but is now underway. Component 2, Involvement of local and indigenous communities, continues to prepare simple management plans and implement a first suite of smallholder agroforestry activities. The remainder of currently available component funds is in the process of being allocated, and agreements for implementation have been drafted. Their implementation will continue to take receive priority. Component 3, Prospective studies and communications, is still advanced compared to its indicator, and work continues to finalize the terms of reference for the ministry's participation in land use planning, which will be maintained due to its strategic importance. Overall, however, prospective studies will be deemphasized going forward in light of the counterpart fund shortage.
