SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES The World Bank UG Teacher and School Effectiveness Project (P133780) The Uganda Teacher and School Effectiveness Project (UTSEP) was approved on August 15, 2014 and became effective on March 24, 2015. Since early 2017, the project has been progressing well. The current project closing date is June 30, 2019. The project has realized a significant development impact to date. Out of the four PDO-level indicators, three have already met the end-project targets, and one is on track to achieve it. On IRI indicators, eight of the eleven IRIs have achieved or exceeded their end of project targets; the remaining three are on track. Project ratings have been Moderately Satisfactory for both Development Objectives and Implementation Progress. On disbursement, 73% of total funds have been disbursed. The projected disbursement for Q4 of FY19 is $15 million, which would bring the total disbursement to 88%. Component 1 is to strengthen the effectiveness of early grade instruction at the classroom level. Most of the activities under this component have been completed; the remaining and scaling-up activities are in progress and expected to be completed between June and September 2019. Under component 1, a total of 24,353 teacher were trained in early grade reading in local languages and in English, which exceeded the end of project target of 24,100. Three rounds of Early Grade Reading Assessment (EGRA) were conducted and the reports were disseminated to stakeholders at both central and district levels, and the end of project target was met. In addition, the ratio of the number-of- pupils- per-textbook in English and Math for pupils in grades P1-P7 has been improved from the baseline of 14 students per textbook to 2 students per textbook, which exceeds the end of project target of 10. These activities have either been completed or are on track. Component 2 is to enhance school leadership, management and accountability, and provide facilities to schools. Under Component 2, over 7,400 head-teachers, and School Management Committee members from 1,173 schools were trained. On school construction, 138 primary schools to be completed by June 2019. Seven additional schools are expected to be completed by October 2019. This will increase the total number schools from current 138 to 145. This will also increase Intermediate Results Indicator (IRI) 9 end target from 882 to 927 classrooms constructed. Component 3 is to strengthen the capacity and provide implementation support to the MoES. Under Component 3, the ECD policy and operational standards were reviewed, revised and disseminated. An integrated online school inspection system was developed and used to conduct the inspection of 1,000 schools. A situational analysis of teachers’ payroll and capacity assessment for payroll managers was carried out and the final report was approved by the MoES. Two rounds of National Assessment of Progress in Education (NAPE) for P3 and P6 pupils, in-service teachers and year two primary teacher’s colleges were conducted and report findings were disseminated. An evaluation of ECD Community Child Care Programs was carried out and the final report was approved. All activities are considered completed or on track. However, the project identified that construction of the additional seven schools, additional training for early grade teachers, and procurement of additional textbooks of English and Math for P1-P7 students will likely be completed after the current project closing date (June 30, 2019). An assessment of the project work plan and budget during the mission of January 2019 found that a total of US$ 21 million were not budgeted to any activity. Therefore, in order to fully utilize the project funds in line with the Project Development Objective (PDO) and to validate DLI results an extension of the closing date is necessary. The World Bank UG Teacher and School Effectiveness Project (P133780) To allow the project to complete these activities and validate their results the government requested a project restructuring (letter dated on February 22, 2019) and extension of the project closing date from June 30, 2019 to March 31, 2020. The project prepared the action plan and budget for the remaining activities, which is satisfactory to the World Bank team. There is no overdue financial audit. FY18 audit report was submitted on time with unqualified opinion. If approved, there would be cumulatively twenty-one months extension of the project closing date. II.
