The end targets for access to ECE programs have been fully achieved and exceeded. The construction of the originally planned 250 pre-primary classrooms has been completed on schedule, and 73 community child development groups (CCDG) shelters have been built, exceeding the original target of 48. The national school meals program is underway with no delays. The multi-age teaching training of pre-primary teachers is completed. The Project trained and recruited twice the original number of caregivers to deliver non-formal early childhood programs in remote villages in Northern Laos. The community awareness campaign has been launched in all 270 target communities. In line with the recommendations of the Project’s Mid Term Review, the Government of Laos has requested, and the Bank has approved, a number of changes to the scope and coverage of the key ECE activities, including, inter alia, an additional 300 pre-primary classroom constructions that would maximize the contribution of the project to the accomplishment of Lao PDR's sustainable development goals SDG 4.2 (universal access to quality early childhood development programs). Current measurement of the indicator "Number of pre-primary teacher receiving in-service training" - 62, reflects the correct number of teachers trained, previous measurement value was erroneously entered as 64. The intermediate and end-line targets for the indicators measuring the number of beneficiaries of specific interventions (for example, DESB and VHV members trained, children benefitting from medical screening, teachers receiving in-service training, CCDG caregivers trained) are not based on the actual number of beneficiaries in the villages assigned to the different project interventions. As a result, in some cases the intermediate targets appear as missed, while in reality all beneficiaries in project communities have been reached, but their total number is lower than the originally set targets. Likewise, for other indicators the end targets are already overachieved at midpoint of implementation, revealing issues of target setting and suboptimal measurement precision. These issues are addressed through the Project restructuring.
